Job Summary

Salary Range: $170,841-$192,196/year. The starting salary for this position would be determined with consideration of the successful candidate’s relevant education and experience, and would be in alignment with the provincial compensation reference plan. Salary will be prorated accordingly for part time roles.


Job Summary:

The Provincial Health Services Authority (PHSA) plans, manages and evaluates selected specialty and province-wide health care services across BC, working with the ?ve geographic health authorities to deliver technology solutions that improve the health of British Columbians. Reporting to the Chief of Cloud Technologies and Infrastructure Services, the Senior Executive Director (SED) Security is primarily responsible for leading and managing enterprise information security for the province. This includes providing modernized security services such as intelligence, ongoing assessment and monitoring and strategy, standards and policy development for PDHIS, wider PHSA and the other BC health authorities. The SED also provides information security advisory services, which include security architecture, training and awareness programs; and is responsible for managing and reporting information across the portfolio risk program within PDHIS and PHSA risk management programs.

The SED is responsible for developing and implementing long-term and short-term security strategies, policy and defining operational requirements through the evaluation of services and deep understanding of modern security needs and best practices.

This position oversees the establishment, supervision, and sustainment of a wide variety security services; makes decisions based on many competing factors, views and requirement of multiple vested parties; proactively engages and provides strategic advice, awareness and support. The SED is also accountable for developing and managing an operating budget, allocating and monitoring resources, as well as all portfolio staff including hiring, termination, and performance management.   

The SED collaborates with the PDHIS leadership team other provincial privacy and security leaders within BC, enabling a consistent and strategic approach to applying security controls to enable the desired PDHIS strategic direction and wider PHSA organizational goals. The SED also chairs and/or participates in provincial governance and security committees to enable decisions making in technology delivery.

Duties/Accountabilities:

  • Responsible for delivery and management of high quality, modern security services that align to organizational strategy, industry best practice and are compliant with applicable legislation and regulations.  
  • Develops and supports implementation of security strategies, capability road mapping and a security service planning that align to organizational goals and industry best practice. Provides strategic advice and direction to the PDHIS and wider PHSA risk management programs ensuring identified risks are accepted or within risk tolerances. Oversee associated identification of resource requirements and service prioritization.
  • Leads delivery and support for security assessments and auditing programs that align to PHSA Security programs and provides advice on risk and controls.
  • Provides assurance for the security posture of corporate, business and clinical solutions. As well as assurance that the information, technology and the organizations use of it is secure, available and accurate through the use of security strategies.
  • Works as a leader within the PDHIS and a key member of the Cloud Technology and Infrastructure Services team to further the mission, vision and values of the organization and meet operational and strategic goals.
  • Works collaboratively and effectively engages stakeholders across the PDHIS, wider PHSA organization, BC health authorities, various internal and external stakeholder groups and partner organizations to achieve desired security service goals.  Negotiates and facilities consensus with key stakeholders well as vendors, suppliers and contractors and manages intersections with various initiatives and competing priorities.  
  • Oversees security services for provincial initiatives and programs (such as MoH eHealth programs) that are delivered through PHSA as well as the development and execution of awareness programs and training.
  • Effects strategic decisions involving major segments of the organization and health authorities (VCH/PHC, FHA, VIHA, IHA, NHA, and First Nations HA), including operational direction, strategic plans and outcomes for connected health services across the province. Leads and integrates the activities across each of these operational areas and health authorities in the face of conflicting requirements by boards where various operations and expectations must be balanced and managed.
  • Works as a leader within the PDHIS and a key member of the Cloud Technology and Infrastructure Services team to further the mission, vision and values of the organization to achieve a shared understanding of PHSA’s mandate and service plan and to translate into planning and actionable objectives for the portfolio; to diagnose and ideate on specific organizational issues, systems and dynamics including integration and coordination of programs/services; and to deliberate on major dynamics or decisions that face the organization in order to surface perspectives, weigh options, instill PHSA values, and enable one system of care.
  • Oversees all aspects of human resource management within their team. Provides leadership and supervision including assessment of performance, ?nancial management, and operations. Supports staff recruitment and maintains an organizational structure for the team that provides the highest level of quality service within budget parameters. Ensures maximum individual and team performance through acquiring, organizing, developing, coaching and motivating teams and promoting continual learning and excellence. Provides leadership to all staff by encouraging an atmosphere that stimulates, guides, and encourages the staff to realize their maximum potential.
  • Develops annual budgets and monitors overall team expenditures in a ?scally prudent manner. Manages and is responsible for the effective and ef?cient utilization of the team budget to enable operational and strategic plans to be achieved at both the team and portfolio level. Oversees analysis of activities, costs, operations and forecast data to determine the teams progress toward stated ?nancial goals and objectives.

Qualifications:

  • A level of education, training, and experience equivalent to a Master’s degree in Computing Science, Information systems or related discipline supplemented by a minimum of twelve to fifteen (12-15) years of senior leadership experience in progressively more responsible information management roles and complex application environments with a with a minimum of three (3) years leadership experience managing multiple large, cross-functional teams and/or projects or an equivalent combination of education, training and experience.
  • Extensive knowledge of security services and within a complex health care delivery organizations.
  • Be results-oriented with highly developed leadership skills.
  • Demonstrated ability to lead and deliver high-quality, security services.
  • Expert knowledge of current and emerging technologies, technology directions and strategic application to security and business needs.
  • Demonstrated project management experience with multi-faceted projects and stringent timelines is required.
  • Demonstrated ability to provide strategic direction and to analyze and resolve problems, risks and threats resourcefully.
  • Ability to supervise and lead staff. Ability to establish courses of action for self and others that are results oriented.

  • Understanding of various reports including Truth & Reconciliation Commission’s 94 Calls to Action (2015), In Plain Sight Report (2020), BC's Declaration on the Rights of Indigenous Peoples Act (2019), In Plain Sight, Reclaiming Power and Place Missing and Murdered Indigenous Women & Girls calls for justice, and how they intersect across the health care system.
