The Lead, Replenishment and Distribution reports to the Manager, Regional Distribution and is accountable for the day-to-day replenishment and distribution operations of a designated hospital and/or warehouse. The role is responsible for managing replenishment processes whilst maintaining accuracy for items carried in and out of designated facilities, ensuring the inbound and outbound movement of medical supplies and equipment is aligned with Supply Chain processes, workplace health & safety standards, and maximize efficiency and effectiveness.

 

The Lead, Replenishment and Distribution, manages a team that supports in office and/or administrative operations, fork-lift operations, fork-lift operations, receiving, picking and packing of inventory items, Inventory Control, In Hospital Top up services including Inventory maintenance and departmental dictionary auditing, cross-docking and shipping of goods for distribution. The role collaborates with Supply Chain Lead(s) and liaises with other health authorities, public and private organizations and individuals for obtaining and providing information and addressing complaints/comments and other issues to support the Manager with informed decision-making. The role evaluates the allocation and implementation of related financial, human and physical resources, and makes equitable and informed recommendations to the Manager and/or Supply Chain Leadership that support the continuous improvement of Supply Chain strategies, employee and client safety and patient care.


What you’ll do

  • Supervise the day-to-day operational activities of the designated hospital(s) and/or warehouse(s) including monitoring operational safety and workflow coordination and allocation of resources are efficient and cost effective; respond to and resolve daily operational issues and ensures adherence to standards such as emergency response guidelines and procedures. Investigate Workplace Health and safety concerns, and conduct injury investigations as per PHSA protocols.
  • Monitor, control and coordinate the flow of goods, services, and information ensuring that customer service and time objectives are achieved within existing financial constraints to meet operational objectives. Make recommendations to Manager, Regional Distribution and Supply Chain Leadership for improvement of In-Hospital Replenishment or Warehouse activities, such as workflow efficiencies, and with regard to industry best practices, quality assurance, continual process improvement, and customer service and staff satisfaction.
  • Provide leadership and guidance to unionized staff using effective management techniques (e.g., coaching, mentoring, skill and leadership development, performance management) to support the achievement of required outcomes and ensure adherence to regulatory, and safety standards.  Investigate work and staff issues and initiates disciplinary action, under the guidance of the Manager, Senior Director and/or Human Resources, up to and including terminations.
  • Ensure regulatory and safety alignment and continuous improvement of standard warehouse and distribution operating procedures such as receiving of goods, cross docking, inventory allocation, CSA standards for warehousing of medical/ surgical goods, replenishment system, traffic management, data interchange systems, demand management, electronic data systems administration and related functions. Partner with Logistics Coordinators and/or Shared Service Site Customer Service Representatives with accessing supply information such as usage reports, operational costs, satisfaction ratings, etc.
  • Collaborate with Supply Chain Leads, and consults with Manager, Logistics Coordinators, Health Authority Leaders and/or Shared Service Site Customer Service Representatives and customers to identify product and equipment storage and distribution requirements; develop and implement strategies to provide reliable and consistent supply of products and equipment throughout the region.
  • Liaise with vendors and appropriate stakeholders, including other Health Authority Leaders, to address vendor performance issues and exchange information relating to supply chain business practices and trends, working with vendors to ensure service levels meet standards, and communicating with vendor or third party services personnel to identify, isolate and resolve problems. 
  • Assist in the preparation of the annual operating and capital equipment budget for PHSA Logistics; monitor activities and ensures expenditures are within approved budgets; identify efficiencies and ensures optimal use of resources, making recommendations on current and future operational/ service adjustments.
  • Participate in the development of warehouse and distribution performance metrics. Gather and organize information from a variety of sources, provide relevant statistical and progress reports, verify and improve data integrity. Facilitate the continuous improvement of Warehouse and/or In Hospital operations by monitoring Key Performance Indicators and participating in established Quality Monitoring Programs. Participate in ISO activities including ISO preparedness, implementation and compliance monitoring.

Qualifications

  • A level of education, training, and experience equivalent to a Bachelors’ Degree in Business Administration or related field and completion of an accredited program in Warehouse Management or Logistics, five (5) years of recent, related experience in warehouse, or logistics management including a minimum of two (2) years’ leadership/supervisory experience.
  • Demonstrated knowledge of the historic and ongoing impacts of settler colonialism on Indigenous Peoples in social and health contexts, including supported by significant knowledge of Indigenous-specific mandates, including clear understanding of and commitment to eradicate Indigenous-specific racism and discrimination and embed Indigenous Cultural Safety and Humility.
  • Demonstrate comprehensive knowledge of the historic and ongoing impacts of settler colonialism and systemic racism on Indigenous Peoples within social and health contexts. This includes understanding how these factors contribute to current health disparities and barriers to care. Show a clear commitment to identifying, challenging, and eradicating Indigenous-specific racism and all forms of discrimination impacting equity-deserving groups within health care settings. This involves familiarity and understanding Indigenous Cultural Safety and Humility recognizing personal biases, institutional barriers, engaging in anti-racism education and training and advocating for systemic change.
  • Demonstrated knowledge and understanding of legislative obligations and provincial commitments within Warehouse Operations contexts found in the foundational documents including Truth & Reconciliation Commission’s Calls to Action (2015), In Plain Sight (2020), BC's Declaration on the Rights of Indigenous Peoples Act (2019), United Nations Declaration on the Rights of Indigenous Peoples (UNDRIP), Reclaiming Power and Place Missing and Murdered Indigenous Women & Girls Calls for Justice (2019), the Declaration Act Action Plan and Remembering Keegan: A First Nations Case Study - BC Human Rights Code, BC Anti-racism Act and how they intersect across the health care system.

  • Brings an understanding of the Indigenous specific racism and the broader systemic racism that exists in the colonial health care structure, and has demonstrated initiatives in breaking down barriers and ensuring a safe environment ensuring a sense of belonging to all and informed by Indigenous Cultural Safety.
  • Awareness of social, economic, political and historical realities of settler colonialism on Indigenous Peoples and familiarity with addressing Indigenous-specific anti-racism, anti-racism and Indigenous Cultural Safety and foundational documents and legislative commitments (the Declaration Act, the Declaration Action Plan, TRC, IPS, Remembering Keegan, etc.).

Job Type: Regular, Full-Time

Salary Range: $74,618 - $107,264 /year. The starting salary for this position would be determined with consideration of the successful candidate’s relevant education and experience, and would be in alignment with the provincial compensation reference plan. Salary will be prorated accordingly for part time roles.
