Job Summary

Salary Range: $141,146-$202,898/year. The starting salary for this position would be determined with consideration of the successful candidate’s relevant education and experience, and would be in alignment with the provincial compensation reference plan. Salary will be prorated accordingly for part time roles.

 


Job Summary:

As such, the requirement to continuously improve quality and safety is inherent in all aspects of this position.

The Provincial Health Services Authority (PHSA) plans, manages and evaluates selected specialty and provincewide health care services across BC, working with the five geographic health authorities to deliver province-wide solutions that improve the health of people living in BC. Reporting to the Vice President, People & Culture and serving on the P&C Senior Leadership Team, the Executive Director (ED), Diversity, Equity & Inclusion (DEI) provides organization-wide leadership to embed DEI and
Accessibility into PHSA’s systems, culture, and practices.

The ED sets strategic direction, leads the development and implementation of DEI and Accessibility initiatives, and partners with leaders across programs to educate, advise, and champion inclusive behaviours. This role drives improved outcomes for patients/residents/clients and staff by integrating DEI and Accessibility into core processes.

The ED will lead a comprehensive audit and create a multi-year strategy aligned with a leading framework (e.g., Global Diversity and Equity Benchmarks). They oversee DEI-related education, training, curriculum, communications, and programs—supporting equitable hiring, leadership development, culture, and supply-chain practices. The ED ensures PHSA’s capability to attract, retain, and advance diverse employees and leaders while strengthening organizational culture and inclusion.

As PHSA has been called upon by Disability Alliance BC to serve as the provincial accessibility hub, the ED leads provincial planning, communication, curriculum development, measurement, and annual reporting to support all health authorities in meeting their Accessible BC Act requirements.

The ED collaborates closely with Medicine, Quality and Patient Safety, Indigenous Health, Operational Programs, Medical Affairs, Communications, and provincial/national partners to advance DEI and belonging for providers and patients. They also cultivate external partnerships that advance and support PHSA’s DEI strategy.

Duties/Accountabilities:

  • Leads and directs the development of overall and applicable DEI related initiatives and activities across PHSA, in collaboration with the Vice President , and other P&C leadership, ensuring an integrated framework
    and consistent service delivery in alignment with PHSA business needs.
  • Formulates organizational and departmental strategy and policy direction through consultation with the Vice President, People & Culture, and implements and evaluates the long-term goals, policies and procedures
    necessary to operationalize the strategic plans. Measures the extent to which annual organizational goals and objectives have been met within a changing environment.
  • Develops the strategic plan for the delivery and development of organization-wide Diversity, Equity and Inclusion programs and services: workshops, presentations, learning modules, coaching, support and other
    efforts that promote diversity, equity and inclusion.
  • Oversees and coordinates the measurement of DEI program effectiveness by utilizing multiple, integrated approaches to evaluating goals, and makes improvements as necessary. Holds accountability for the programming across PHSA and reports back to the Vice President, People & Culture, and PHSA Executive and Board of Directors.
  • Lead PHSA’s role as the provincial Accessibility Hub to oversee planning, coordination, and delivery of PHSA’s mandate to support all regional health authorities in meeting the Accessible BC Act requirements, including consistent standards, shared resources, and advisory support.
  • Develop and implement PHSA’s Accessibility Strategy & Action Plan, inclusive of all PHSA programs. Conduct and oversee comprehensive accessibility assessments and lead the creation of a multi-year accessibility strategy, ensuring alignment with provincial frameworks and addressing physical, digital, systemic, attitudinal, and communication barriers
  • Establish and maintain accessibility governance, tools, reporting, education and training. Create frameworks, performance measures, and reporting mechanisms—including annual or periodic reports to Disability Alliance BC—to monitor system-wide accessibility progress and compliance across all health authorities.
  • Collaborate with Indigenous partners and equity-deserving communities. Ensure accessibility practices reflect diverse needs—including Indigenous accessibility considerations—and integrate principles of cultural
    safety, community participation, and inclusive engagement.
  • Build and steward cross-sector partnerships. Cultivate relationships with Disability Alliance BC, provincial and national accessibility bodies, community organizations, and health authority partners to advance aligned,
    sector-wide accessibility initiatives.
  • Engages with and enrolls partners across the organization, including senior leadership team members, to ensure understanding and engagement with the DEI strategy and program’s intent, philosophy, outcomes, accountability, and measures of success.
  • Coordinates consultation to senior leaders, managers and supervisors on designing, implementing and enhancing department-wide and organization-wide objectives related to diversity, equity and inclusion.
  • Develops and ensures DEI is integrated into the organization’s overall learning and education programs, including employee orientation, clinical, corporate, and leadership/management programs. Advances the DEI
    strategy to educate leaders to have a high level of DEI competence.
  • Ensures DEI is integrated into PHSA recruitment, talent development, performance planning, advancement and retention programs so that the organization’s talent development processes result in equitable and
    accessible recruitment, and retention and a pervasive feeling of inclusion.
  • Leads in the research, development and implementation of strategies to measure the success of PHSA-wide DEI programs, education, coaching and other interventions for leadership, staff, and physicians, and organizational progress on creating a diverse and equitable work environment.
  • Conducts and assesses industry research to identify gaps and opportunities and make recommendations to inform the development of PHSA DEI programs.
  • Provides overall leadership and direction to team members using effective management techniques (e.g., coaching, mentoring, skill and leadership development, performance management).
  • Develops overall department budget to complement strategic directions within existing fiscal constraints and uses best utilization methods to thoroughly monitor and adhere to allocated budget.
  • Carries out responsibilities in accordance with health and safety requirements. Immediately reports unsafe situations by notifying supervisor or other appropriate personnel.
  • Performs other related duties as assigned.

Qualifications:

  • A level of education, training, and experience equivalent to a PhD in diversity studies, psychology, sociology, business administration, and/or organizational behavior, supplemented with over ten (10) years’ experience in leading diversity, inclusion and equity programming and initiatives, or an equivalent combination of education, training and development.
  • Demonstrated experience setting up and overseeing an organization’s Ombudsman’s Office is an asset.
  • Proven experience in overseeing the development and delivery of diversity, equity and inclusion programming.
  • Proven experience in developing strategy directly linked to a leading framework, such as the Global Diversity Equity and Inclusion Benchmark (GDIB)
  • Demonstrated ability to work effectively within a diverse, complex, sometimes ambiguous and decentralized organization to provide leadership for cultural change.
  • Ability to influence and operate in a matrix organization.
  • Ability to be resilient, flexible and creative in approaching complex problems.
  • Ability to assess interventions, measure effectiveness and design tools to evaluate success.
  • Advanced skills in change management education and consultation.
  • Outstanding listening, collaboration and team building skills that facilitate coordination and cooperation with the demonstrated ability to lead with both courage and humility.
  • Displays comprehensive knowledge of project management principles and methodologies and ability to coach team members on these skills.
  • Uses well developed leadership, customer relations and problem solving abilities to lead a variety of complex, diverse and integrated services and initiatives and to achieve desired results within critical timeframes.
  • Demonstrated ability to develop and maintain strong relationships with key internal and external stakeholders including management and staff at all levels, government agencies, other health authorities, and external stakeholders and others as applicable.
  • Demonstrated experience in the effective management and resolution of discrimination and harassment complaints, as well as with patient/client/resident complaints.
  • Demonstrated experience in conducting research studies or publishing papers in academic journals.
  • Demonstrated excellent communication skills, both verbally and in writing, with a variety of audiences internally and externally to the organization.
  • Physical ability to perform the duties of the position.
