In accordance with the Mission, Vision and Values, and strategic directions of BC Emergency Health Services, patient safety is a priority and a responsibility shared by everyone at BC Emergency Health Services, and as such, the requirement to continuously improve quality and safety is inherent in all patient and employee safety aspects of this position.
Under the general direction of the Fleet Superintendent Mechanical Maintenance, a Fleet Inspector travels throughout the province to conduct scheduled or random mechanical inspections of ambulances and service centres to ensure compliance with the BC Ambulance Service (BCAS) Fleet Operations Preventative Maintenance Program, commercial Vehicle Safety Enforcement (CVIP) inspection program, objectives, applicable acts and regulations.
This position requires travel and work throughout the province in both centralized and decentralized locations. It includes a required 10 day travel schedule - average 7 times per year.
Duties/Accountabilities:
1. Coordinates travel and scheduled or random mechanical inspections of ambulances and support units located in stations throughout BC and fleets as designated by BCEHS to ensure compliance with the standards of the BCAS Fleet Operations Preventative Maintenance Program, objectives, and applicable acts and regulations. Ensures BCAS emergency response vehicles continue to exceed Commercial Vehicle Inspection Program (CVIP) standards.
2. Inspects BCAS fleet and fleets as designated by BCEHS, certifies as safe to operate as an emergency response vehicle. Documents mechanical defects determining whether vehicles should be sent to a BCAS service facility for further inspection or repair. Determines if a vehicle, which fails to meet legislated or policy requirements, should be approved for continued operation. Advises Unit Chiefs or Fleet Coordinators and repair facilities of required repairs as per inspection report, the time frame for completing repairs and follows-up to ensure that repairs are completed. Condemns vehicles deemed to be unsafe for continued operation. Weighs very carefully before acting, the liability associated with pulling a vehicle from service and removing emergency health care from that community.
3. Coordinates and conducts quality assurance post audit inspections of certified BCAS service centers. Conducts onsite evaluations of prospective service centers, ensures maintenance facilities meet BCAS requirements for a certified service center. Awards points as detailed in HSSBC contract policies during the service center selection process, recommends acceptance or rejection, and advises center’s of deficiencies that need to be corrected. Educate and train the successful service center, and the proponent’s licensed technicians and service manager and certifies it as a qualified BCAS facility.
4. Assists Unit Chiefs and service centers to trouble shoot mechanical/electrical/electronic conditions to determine if they are normal or abnormal andprovides advice related to specific BCAS unit requirements such as; wiring, Technical Service Bulletins, performance characteristics of tires in various driving environments, and locating and supplying parts unique to the BCAS units.
5. Responds to enquiries and concerns respecting BCAS Fleet Operations policies / standards, and CVIP standards including a broad range of queries from external agencies on issues related to vehicle inspection and standards. Identifies emerging issues and trends and takes appropriate steps to resolve issues or escalates as required.
6. Identifies training needs of BCAS and service centre staff. Designs and delivers standard or customized training sessions and materials for BCAS, Fleet Coordinators and/or service centre staff on all aspects of the BCAS Fleet Operations program and policies. Retrains service centre staff as required to meet BCAS certification requirements. Collaborates with the Fleet Superintendents to adapt initiatives to meet unique regional requirements, while ensuring consistency with BCAS policy and procedures.
7. Authorizes repair estimates and issues purchase authority to service providers for the repair and maintenance of all vehicles in the BCAS Fleet or designated by BCEHS. Conducts a detailed review of invoices for parts and repairs for accuracy, work performed, certifying that authority to repair and charges are consistent with BCAS policy guidelines.
8. Maintains skills and current knowledge of legislation, standards and practices related to BCAS vehicle inspection standards and requirements throughreview of documentation such as revised BCAS Fleet Operations and CVIP standards, and participation in training and information sessions such as Ford manufacturer’s training. Communicates relevant information to contacts.
9. Monitors inspection and invoicing practices and other related matters to identify concerns and areas for improvement. As required, provides input to modify technical guidelines and standards for mechanical inspections of BCAS Fleet or vehicles as designated by BCEHS, recommends training and improvements to enhance day to day operational efficiency and effectiveness, etc.
10. Ensures the adherence of BCAS service and standing offer contracts. Provides guidance and direction to contractors, monitors and ensures that terms of contacts are fulfilled. Identifies, investigates and resolves or escalates issues and concerns.
11. Performs other related duties as required such as: utilizing the BCAS Fleet Maintenance software to analyze and report data such as frequency of part failure; maintaining vehicle inspection tools such as jacks and jack stands; participating on Regional Safety Committees and working groups, and substituting for Fleet Superintendent.
12. Auditing repair facility inspection reports for emergency vehicle standards and CVIP, auditing invoices for appropriate parts pricing, labour times meeting contract requirements, maintenance practices providing the safest most efficient cost effective repair, deciding what combination labour times are appropriate for the repair, auditing service centres for BCAS parts inventory, detailed coding of invoices for fleet maintenance costs PM program and safety
13. Ability to exert influence over the working relationship between service providers, who do not have a vested interest in BCAS’s goals and BCAS personnel dissolving antagonism between the parties and replacing individual short term interests with the opportunity to contribute to a process endemic to the well being of their self and community while submitting to formal reprimands and financial loss on the short term.
14. Performs other related duties as assigned.
Qualifications:
Education, Training and Experience
-Trades Qualification Certificate as an Automotive journeyman recognized by the Province of BC or a fully certified Automotive Service Technician Level 4 (AST4) who holds a Red Seal Certificate of Qualification.
-Five years recent, related experience including two years in a supervisory capacity or an equivalent combination or education, training and experience.
-A valid Class 5 vehicle license REQUIRED.
