Job Summary

Role Summary

As such, the requirement to continuously improve quality and safety is inherent in all aspects of this position. 

The BC Health Workday Program is a provincial initiative with seven participating BC health organizations (FHA, IHA, ISLH, NHA, PHC, PHSA and VCHA). The program began in 2023 to implement a Human Capital Management System (HCMS) software solution as part of the BC Health Human Resources Strategy to transform HR services. Designed by Workday Canada, the new provincial platform will replace existing HR and payroll systems in the health organizations with a single, unified technical system that will standardize and modernize HR and payroll services. It is a significant transformation in BC and is vital to the sustainability of BC’s health system. 

Reporting to the Manager, Architecture, Data and Conversion, the Data Architect is an integral team member responsible for providing data conversion expertise and technical leadership to the BC Health Workday program. The Data Architect leads the analysis, documentation, prioritization, and alignment of requests and requirements, and provides expert consultation, vision and leadership in the analysis, feasibility, design, planning, implementation, and use of enterprise solutions. The Data Architect is expected to provide options or recommendations that are sustainable, align with the clinical, operational, business, enterprise architecture and project requirements, and ensures a cohesive and integrated solution across the system solutions, interfaces and other applications. 

 

Key Accountabilities

  • Leads and liaises with partners to understand data and information needs of the organization, guiding them to best practices, providing the framework needed to develop a consistent and coherent information management strategy/policy.  
  • Interfaces with, coordinates tasks, and build consensus with internal and external clinical and technical partners, cross-functional teams and multi-disciplinary teams across multiple organizations to complete assigned tasks and deliverables.
  • Collaborates with Senior Leadership, Project Managers and team members to develop data conversion plan, and serve as a lead as required, to implement the data conversion efforts.  
  • Advises on and supports data integration, data quality, and data delivery, design and implementation of ETL processes.  
  • Working with IT teams, business analysts, and data analytics teams to understand data consumers’ needs and develops solutions, and applies data standards/aligns structural decisions across production and non-production environments.  
  • Designs and provides architectural oversight on the implementation of solutions based on clinical and business requirements which align with assets of the health organizations involved (data sources), enterprise- wide services, and technology architectures. 
  • Researches and analyzes market, technology, and industry trends and standards related to relevant technologies for the purpose of determining potential impact on the design and build and the suitability of different approaches in solving emerging business information needs. Provides recommendations on the use and evolution of system architecture. Develop and maintain information portfolio and security architectures.  
  • Designs and implements data/information flows in alignment with enterprise wide security policies. Ensures data/information flow access controls are designed and built in a way that provides appropriate, demonstrable and coordinated security procedures and practices that are compliant with related law, regulation, policy and professional standards.  
  • Architect and design end-to-end data solutions, choosing the right Azure PaaS/SaaS services (Synapse, Data Lake Storage Gen2, ADF, Databricks, Fabric,  Azure SQL), and aligning with business goals. 
  • Create logical, physical, and dimensional models (Kimball, Inmon) for data warehouses, lakes, and marts 
  • Investigates and resolves data-related technical issues, including transformation logic, data manipulation rules, and security constraints across BC Health Workday tenants.  
  • Contributes to the development and application of data validation rules, migration metrics, and quality checks to ensure readiness and traceability across data loads. 
  • Assists in documenting data ownership and accountability across business units and vendors, supporting data transformation, validation, and end-state integrity.  
  • Supports the deployment, maintenance, and enhancement of enterprise solutions, ensuring optimal performance and user satisfaction.  
  • Participates in meetings to support timely provision of information related to design decisions, progress, status, issues, tasks, and solutions related to project deliverables. 
  • Provides technical leadership and mentorship to development teams. 

 

Qualifications

  • A level of education, training, and experience equivalent to a Bachelor’s Degree in Computer Science, Information Systems or related discipline, plus a minimum of seven (7) years’ recent, related experience in a large, complex organization, including but not limited to, data architecture, project management, data conversion between HR systems or an equivalent combination of education, training and experience. 
  • Demonstrated experience in a technical architecture role in designing and deploying large scale solutions.  
  • Demonstrated knowledge of clinical information systems (ie. Meditech, Peoplesoft). 
  • Strong ability to communicate between multiple independent teams and find consistency between practices. 
  • Understands the complexities of “golden record” data challenges. 
  • Demonstrated knowledge or experience with building repeatable extraction process.  
  • ERP implementation experience with Workday or similar systems in the following subject areas: human resources, talent management, payroll. 
  • Excellent communication, presentation, and interpersonal skills, with the ability to communicate complex technical concepts to both technical and non-technical audiences.  
  • Strong analytical, problem-solving and troubleshooting skills, with the ability to manage multiple tasks and prioritize effectively.  
  • Self-motivated, detail-oriented, and customer focused, with a passion for delivering high quality solutions that meet client needs and expectations.  
  • Solid understanding of delivering Architecture services within the Agile methodology.  
  • Proven experience as a Data Architect or Data Engineer with hands-on experience in designing and implementing data solutions on Azure Data Lake. 
  • Strong understanding of cloud services and data architecture principles. 
  • Proficiency in data integration and ETL concepts and practical experience with cloud technologies. 
  • Knowledge of data storage and processing technologies in Azure, including Azure Data Lake Storage, Azure Data Lake Analytics, and Azure Synapse Analytics and legacy SQL Data Warehouse. 
  • Experience in migration projects from On Prem to Azure Cloud Services (Data Lake/Synapse). 
  • Experience with data transformation and data preparation tools and techniques, Continuous Integration and Delivery (CI/CD) principles. 
  • Knowledge of data security and compliance practices in the Azure cloud environment.

Wage:  
$88,990 to $127,923.00
The starting salary for this position would be determined with consideration of the successful candidate’s relevant education and experience and would be in alignment with the provincial compensation reference plan.
