This role will lead the planning of cancer priorities, and results management to monitor, measure and report on impact to the cancer system and patient care journey.

 

 

We are looking for a passionate and experienced leader in the health sector who brings:

  • Strong business acumen in health care: understanding the business impacts of decisions, and bringing complex problems and ideas to clear and actionable plans.
  • Applied change management: coming alongside where people and teams are at, inspiring the desire to implement change, and empowering teams to sustain the change efforts.
  • Leadership in designing and doing meaningful engagement: bringing together leaders and teams across BC Cancer and the health system to align, coordinate and plan priorities to improve outcomes across the care journey – ensuring the right groups are involved at the right time.
  • Agile and creative problem-solving: demonstrating a strong track record of delivering and completing priorities across the complex and evolving health sector.

 

What you’ll do

  • Lead the development and monitoring of special projects, making planning process decisions to ensure alignment with BC Cancer, PHSA and the Ministry of Health’s (MoH) strategic priorities. Clinical service plans cover cancer services which are provincial in scope.
  • Provide leadership on a variety of initiatives, including assuming the leadership, financial, HR and operational responsibility for projects, as delegated by the Director. Oversees the development of project charters and monitors timelines and project deliverables. Plans and implements complex projects and initiatives. Utilizes and models effective change management strategies to achieve systems-level transformation.
  • Organize and facilitate engagement initiatives, including focus groups, one-on-one interviews, and surveys, to elicit input and recommendations from a wide variety of people internal and external to the Health Authority, including operational directors and medical leaders, educators, clinical and professional discipline leaders, and patients and families.
  • Support and lead subcommittees, working groups and project teams. Works closely with provincial partners in developing, implementing, and using provincial data and indicators related to program outcomes.
  • Serve as a resource for health organizations and acts as a liaison for provincial collaborators across the province. In collaboration with the Director, implements action plans, tools and key communication systems for engaging stakeholders about best practices. Establishes input/feedback mechanisms for partners and other interested parties, evaluates, and makes recommendations on practice and systems.
  • Represent BC Cancer on local, provincial, and national committees and liaises with organizations as required. Develops networks and builds alliances, engages in cross-functional activities, collaborates across boundaries, and finds common ground with a wide range of partners and other interested parties including clinicians, allied operational leaders, government agencies, and other health authorities.
  • Establish local plans and priorities, and provides operational oversight for a team of analysts, resource planners and project staff in operational service planning, special projects, and evaluation activities. Ensures key MoH financial accountability requirements are met for special projects.
  • Provide leadership and guidance to assigned staff and clinical leaders in using effective management techniques and business practices to support the achievement of required outcomes and ensure adherence to accreditation, regulatory, and safety standards.
  • Demonstrated knowledge of the historic and ongoing impacts of settler colonialism on Indigenous Peoples in social and health contexts, including supported by significant knowledge of Indigenous-specific mandates, including clear understanding of and commitment to eradicate Indigenous-specific racism and discrimination and embed Indigenous Cultural Safety and Humility.
  • Demonstrate comprehensive knowledge of the historic and ongoing impacts of settler colonialism and systemic racism on Indigenous Peoples within social and health contexts. This includes understanding how these factors contribute to current health disparities and barriers to care. Show a clear commitment to identifying, challenging, and eradicating Indigenous-specific racism and all forms of discrimination impacting equity-deserving groups within health care settings. This involves familiarity and understanding Indigenous Cultural Safety and Humility recognizing personal biases, institutional barriers, engaging in anti-racism education and training and advocating for systemic change.
  • Demonstrated knowledge and understanding of legislative obligations and provincial commitments within BC Cancer contexts found in the foundational documents including Truth & Reconciliation Commission’s Calls to Action (2015), In Plain Sight (2020), BC's Declaration on the Rights of Indigenous Peoples Act (2019), United Nations Declaration on the Rights of Indigenous Peoples (UNDRIP), Reclaiming Power and Place Missing and Murdered Indigenous Women & Girls Calls for Justice (2019), the Declaration Act Action Plan and Remembering Keegan: A First Nations Case Study - BC Human Rights Code, BC Anti-racism Act and how they intersect across the health care system.

 

Core Competencies

  • Brings an understanding of the Indigenous specific racism and the broader systemic racism that exists in the colonial health care structure, and has demonstrated initiatives in breaking down barriers and ensuring a safe environment ensuring a sense of belonging to all and informed by Indigenous Cultural Safety.
  • Awareness of social, economic, political and historical realities of settler colonialism on Indigenous Peoples and familiarity with addressing Indigenous-specific anti-racism, anti-racism and Indigenous Cultural Safety and foundational documents and legislative commitments (the Declaration Act, the Declaration Action Plan, TRC, IPS, Remembering Keegan, etc.).

 

 

Qualifications:

  • A level of education, training, and experience equivalent to a master’s degree in health administration, Business Administration, Nursing or an applicable health discipline plus five (5) years recent, related experience managing complex, multi-partner/party healthcare programs in increasingly senior leadership positions with responsibility for the development, implementation and evaluation of service delivery within a health care or related environment.
  • Knowledge and experience in project management and business analysis within a healthcare environment.
  • Proficiency in the use of relevant computer software applications, including Microsoft Office.
  • Experience working with networks, coalitions, and multi-partnered projects in a healthcare environment, considered a significant asset

  • Demonstrates a commitment to beginning and continuing their personal learning journey related to Indigenous-specific racism and dismantling systems of oppression, as well as addressing racism more broadly. Shows willingness to articulate and share their learning experiences to contribute to a culture of motivation and inspiration among peers.
  • Demonstrates foundational knowledge of the social, economic, and political realities of settler-colonialism and its impacts on Indigenous peoples and equity-deserving groups within social and health contexts. Understands the impact of social determinants of health-on-health outcomes. Job Type: Regular, Full-Time
Wage:  
$106,026 - $152,413 per year. The starting salary for this position would be determined with consideration of the successful candidate’s relevant education and experience, and would be in alignment with the provincial compensation reference plan. Salary will be prorated accordingly for part time roles.
