Job Summary

Salary Range: $106,026-$152,413/year. The starting salary for this position would be determined with consideration of the successful candidate’s relevant education and experience, and would be in alignment with the provincial compensation reference plan. Salary will be prorated accordingly for part time roles.


Job Summary:

In accordance with the Purpose, Vision, Values and Coast Salish Teachings, and strategic directions of PHSA, safety, including both patient and employee safety, is a priority and a responsibility shared by everyone at PHSA. As such, the requirement to continuously improve quality and safety is inherent in all aspects of this position.

Reporting to the Quality, Patient Safety & Accreditation Director or designate, the Manager is responsible for the leadership and quality improvement project management of strategic quality, population-based system redesign and patient safety site-wide initiatives across various programs and services. These initiatives or projects may involve reviews of practices, patient safety events, procedures and systems leading to the enhanced integration of services, better service delivery, improved patient/family satisfaction and the development of new programs and their evaluation.

The Manager works collaboratively with a variety of internal and external partners to plan, implement, coordinate, and monitor program-specific, population-based quality and performance improvement programs, focusing on maintaining an environment of continuous improvement and culture of safety to ensure cross-site alignment with PHSA vision, mandate and strategic directions.

Duties/Accountabilities:

  • Provides mentorship within the Developmental Pediatrics Resident’s Quality Improvement/Patient Safety project (a requirement of graduation from the Dev Peds Residency Program).
  • Facilitates program-specific and cross program Value Stream Mapping to develop a strategic vision and future plan, and the identification of key strategic priorities.
  • Provides leadership, mentorship and facilitation in program identified process improvement initiatives, utilizing appropriate Quality Improvement Methodologies such as Lean, Quality Improvement Science, Design Thinking and Change Management skills. Oversees the development of project charters, budgets plans, monitoring timelines and key deliverables. Consults with partners.
  • Collaborates with identified internal and external partners, staff, medical staff and patients/families on identified program and site wide initiatives. Manages a diversity of related projects of varying scope in a complex and changing multidisciplinary environment and with a diversity of partners. Maintains responsibility for ensuring that programs and related projects are completed in adherence to project protocols/ charters/ agreements, timelines, applicable organizational and ethical policies and procedures, and pertinent privacy legislation. 
  • Leads and directs staff assigned to support various quality, safety, risk, and performance improvement activities, initiatives, and programs. Provides leadership to staff and team members through coaching, guiding and modeling key behaviours/strategies, encouraging dialogue and providing guidance and advice to facilitate resolutions to work issues.  Fosters an atmosphere which promotes and encourages employees to realize their maximum potential and encourages growth and belonging.  Conducts employee performance reviews and completes appraisals for assigned staff.  Recruits, hires and on-boards new employees.
  • Works with program and health authority-wide staff to develop, implement, and evaluate indicators of quality outcomes and performance; prioritize quality initiatives based on detailed analysis, program functions, needs and performance measurement system; plan, develop and implement Patient Safety and Quality Improvement education, initiatives and materials including evaluation and sustainment tools.
  • Ensures program-based quality and safety activities are in alignment with accreditation requirements. Provides or facilitates accreditation education to program staff as required. Leads program level actions to respond to recommendations arising from accreditation surveys, and to address new accreditation requirements. Leads site-wide initiatives to address identified gaps within the current system.
  • Facilitates retrospective (e: Root Cause Analysis) and/or prospective reviews (e.g. Failure Modes Effect Analysis) necessitated by safety events, critical incidents or process issues related to the program; monitors program staff and physician perceptions of safety, risk and quality improvement.
  • Proactively ensures program staff are educated regarding regulatory issues, new statutes and/or guidelines, and safety, quality, and risk management activities.
  • Continually works towards eliminating Indigenous-specific racism and hard-wiring Indigenous cultural safety and humility across their program area, PHSA, and the health system

 

Qualifications:

  • Master’s Degree in Nursing, Health Administration, related health discipline or other relevant area and a minimum of five years of clinical practice in the program area or an equivalent level of education, training, and experience.
  • Additional experience in leadership and quality and safety.
  • Knowledge and expertise in Quality Management, Performance Improvement, Patient Safety and Accreditation standards preferred.
  • Working knowledge of legal, ethical, and clinical issues associated with standard of care practices, and Accreditation Canada requirements.
  • Expertise in the Application of Quality Improvement Methodologies, Program Evaluation, Change Management and Strategic Deployment.
  • Working knowledge of evaluation techniques and methodologies including statistical analysis methods and presentation of information.
  • Demonstrated analytical and problem-solving skills with a global perspective in order to incorporate the organization’s systems and strategies when developing viable solutions to program problems.
  • Excellent communication skills with the ability to facilitate, negotiate, and influence others to achieve resolutions.
  • Ability to supervise and lead staff.
