Job Summary
|
Salary Range: $106,026-$152,413/year. The starting salary for this position would be determined with consideration of the successful candidate’s relevant education and experience, and would be in alignment with the provincial compensation reference plan. Salary will be prorated accordingly for part time roles.
Job Summary:

As such, the requirement to continuously improve quality and safety is inherent in all aspects of this position.
Reporting to the Senior Director, Employee Records & Benefits (ERB), the Manager leads the delivery of PHSA’s ERB services to its clients. This Manager is responsible for overseeing the development of policy and procedures, implementing processes, and coordinating records management and benefits administration to ensure the accuracy of employee records. The Manager is accountable for managing and supervising staff and overseeing all aspects of the performance management framework. Additionally, the Manager identifies opportunities for improvement, and develops and monitors performance indicators and standards to ensure the delivery of appropriate, effective, efficient, and timely customer service.
Duties/Accountabilities:
- Manages the day-to-day operations of the designated area in accordance with documented service level agreements by ensuring adequate staffing is in place, addressing emerging issues, overseeing the timely delivery of quality services, and planning and managing resources to meet current and future work volumes.
- Recruits and hires staff by identifying vacancies, interviewing applicants, determining suitability, and making hiring decisions. Supervises staff, continuously monitoring overall individual and team performance including goal setting and formal performance reviews. Investigates work and staff issues, clarifies responsibilities, and outlines expectations, provides feedback and addresses issues in real-time, determines development needs and creates learning plans, and is responsible for disciplinary and dismissal decisions when necessary.
- Models and fosters a safe, inclusive, and supportive team environment that exhibits authentic and sincere behavior based on trust and mutual respect. Provides leadership to team members through coaching, guiding, and modeling key behaviors/strategies, encouraging open dialogue, collaborating, and providing guidance and advice to facilitate resolutions to work issues.
- Identifies development and training opportunities for team members, working with internal leadership and the learning specialist as necessary to deliver training.
- Identifies trends and service improvement opportunities to drive quality and create capacity within designated area/team on an on-going basis.
- Fosters an inclusive environment for team effectiveness and engagement; promotes, assesses, and improves staff productivity; develops and manages efficiency standards, performance indicators, benchmarks, workload measurement standards, quality assurance and auditing processes.
- Develops processes and methods for project implementation from strategic initiatives and ensures initiatives are carried out in accordance with the purpose, vision, values, strategic direction, and policies of PHSA.
- Develops short- and long-term objectives/goals to guide the activities of the designated area/team and ensures the objectives are aligned with PHSA, Finance, and Employee Services Strategic Business Plans.
- Responsible for developing, recommending, and managing budget, monitoring expenditures, variance analysis and reporting, and recommending and implementing remedial action.
- Ensures compliance with company policies, collective agreements, government requirements and legislation.
- Documents operational risks and issues associated within designated area/team, ensuring mitigation and resolution plans are in place.
Qualifications:
- A level of education, training, and experience equivalent a Bachelor’s Degree in Business Administration, Finance, Human Resources, or a related discipline, plus five (5) to seven (7) years of recent related experience in a large complex organization with at least four (4) years in a managerial position.
- Comprehensive knowledge of applicable HR and benefit principles including legislation, and relevant collective agreements.
- Knowledge of the healthcare field and its business needs are a definite asset as is outsourcing/shared services experience.
- Demonstrated ability to be successful in a complex, multi-client environment and to drive change in a change resistant environment.
- Demonstrated ability to coach, develop, influence, and motivate others. Ability to provide strong operational leadership.
