Job Summary
|
Salary Range: $88,990-$127,923/year. The starting salary for this position would be determined with consideration of the successful candidate’s relevant education and experience, and would be in alignment with the provincial compensation reference plan. Salary will be prorated accordingly for part time roles.
Job Summary:

The Business Intelligence (BI) Architect coordinates the development and implementation of WEST-Alliance Office (AO) BI/reporting architecture, frameworks, policies, standards and best practices including quality assurance, related to the business analysis and reporting functions supporting the delivery of WEST services; and vendor performance management. Provides expert technical consultation, vision and leadership in the analysis, feasibility, design, planning, implementation, and use of the BI infrastructure. Coordinates the technical planning for large-scale initiatives and supports the evaluation of external services. Provides input into the development of policies, annual goals and objectives for the area of responsibility. Contributes to community of practice regarding BI/reporting within IMITS and the broader PHSA organization.
Duties/Accountabilities:
- Defines the principles that guide BI/reporting architectural decisions for the WEST-AO, develops, and implements processes, policies, frameworks, standards and quality assurance practices, as well as related reports. Formulates strategies and plans for short-term and long-term BI/reporting architecture that support the WEST-AO business needs. Oversees the evaluation and selection of solution and software product standards and the design of and implementation of standard configurations.
- Designs interactive visualizations, dashboards, tools and solutions, and coordinates the implementation of a BI/reporting architectures based on business and/or HA requirements, IT strategies and contractual requirements; directs the associated activities ensuring compliance. Communicates orientation and provides training on framework, standards and best practices to WEST-AO staff, management, and project teams.
- Analyzes the environment continually to detect critical performance and deficiencies associated with standard configurations and develops or recommends solutions for improvement. Contributes to risk management practices, completes assessments, and related risk management planning and compliance testing related to the BI/reporting environment.
- Consults with users to identify design requirements and determines the most appropriate design visualization based on an understanding of technical considerations, privacy requirements, and visual design best practices.
- Researches and analyzes market, technology, and industry trends and standards related to technologies that affect BI/reporting, and other platforms for the purposes of determining potential impact on current practices and environments, as well as the suitability of different approaches in solving emerging business needs. Provides recommendations on the use and evolution of BI/reporting architecture and solutions.
- Prepares, manages and evaluates the procurement of external services and solutions by managing the RFI, RFQ, and/or RFP process including creating and evaluating the RFP and committing funds for BI/reporting initiatives estimated at one million dollars or greater. Liaises with outside vendors, reviews bids and/or negotiates equipment and/or service contracts, and makes recommendations where necessary to the AO senior leadership. Monitors the level of support to ensure requirements and expectations of the contract(s) are met.
- Coordinates technical planning for both small and large-scale systems initiatives, working closely with business units, suppliers, functional area managers, senior IT and business/HA representatives to define the goals, objectives and plans that direct systems design and implementation activities. Resolves problems and scheduling conflicts and provides status updates and reports.
- Designs, implements and supports BI/reporting solutions and access controls in a way that provides appropriate, demonstrable and coordinated security procedures and practices that are compliant with related law, regulation, policy and professional standards. Provides monitoring, auditing and investigation expertise into security, policy and appropriate use violations.
- Provides expert BI/reporting technical advice and consultation by performing analysis to formulate recommendations for proposed technology changes. Provides input into BI/reporting development and into the use of new technology for inclusion in the BI/reporting and/or technology architecture, as well as consultation and advice to senior leadership on technology alternatives and solutions.
- Develops annual goals and objectives for the area of responsibility, ensuring consistency with WEST-AO plans and HA objectives and strategies.
- Participates in WEST Governance Committees and/or working groups, as well as other related IMITS, PHSA and/or HA committees, chairs and/or leads discussion as required.
Qualifications:
- A level of education, training, and experience equivalent to a Bachelor’s degree in computer science, engineering or a related study. Seven (7) years of recent related experience in a large, complex organization including experience with at least two IT disciplines from a client/server environment, including project management, business intelligence, data analysis, data visualization and interpretation, statistical analysis, technical architecture, and operations.
- Knowledge and experience in building business intelligence (BI) design and predictive analytics.
- Ability to design guidelines, best practices Experience leading data conversations and developing business concepts.
- Proven ability to translate business requirements into data requests, reports and dashboards.
- Knowledgeable in advanced data analysis techniques.
- Demonstrated skills and abilities in data science & programming, data visualization & reporting, data manipulation & analytics, data warehousing and data integration.
- Knowledge in data and technical architecture, and optimization.
- Knowledge of IT service management (ITIL) and Architecture Frameworks (TOGAF).
- Ability to solve problems independently and collaboratively as part of a team. Demonstrated organizational, analytical, critical thinking and decision-making skulls.
- Proven ability to function as a strategist, advisor and technical consultant including with of security, policy and technology alternatives and solutions.
- Ability to understand the long-term and short-term perspective of situations.
- Ability to cultivate and maintain mutually beneficial working relationships.
- Project management ability to Excellent written and verbal communication skills; able to clearly articulate messages to a variety of audiences including the ability to contextual information.
- Developed business wiring skills. Knowledge of business case development, documentation of work flows, and contract management.
- Ability to work with financial, statistical and technical data; ability to estimate financial impact of data/technical architect alternatives.
- Ability to quickly comprehend the functions and capabilities of new and evolving technologies. Possesses health environment and political awareness.
