Salary Range: $74,618-$107,264/year. The starting salary for this position would be determined with consideration of the successful candidate’s relevant education and experience, and would be in alignment with the provincial compensation reference plan. Salary will be prorated accordingly for part time roles.

Reporting to the Manager, Lower Mainland (LM) Parking Operations, the Lead Coordinator, Lower Mainland Parking Operations is responsible for the day-to-day management of the parking services program, including coordinating and providing work direction to designated staff, for Integrated Protection Services (IPS) in accordance with established standards and contracts. The Lead Coordinator researches, analyzes, and provides input and recommendations to the Manager to support the development, implementation, maintenance and evaluation of IPS Parking Administration program, policies, procedures, strategies, and initiatives and the planning and design of new parking facilities and/or renovations to existing facilities. The Lead Coordinator evaluates contract specifications, tendering, and selection for parking operations and facility projects based on established limits and standards. This role administers and recommends revisions/terminations to existing leases, operating and partnership agreements within prescribed guidelines and limits. This role provides recommendations to the Manager regarding parking-related initiatives and supports the implementation and evaluation of approved initiatives. The Lead Coordinator liaises with the HA partners to compile parking services related information for the Ministry of Health.
Duties/Accountabilities:
• Responsible for the day-to-day management of the parking services program for IPS and adheres with contracted services and performance standards. Escalates issues and concerns to the Manager as appropriate.
• Participates in the development, design, implementation, operation, maintenance and evaluation of the IPS Parking Administration program, policies, and procedures, including the free parking validation program for eligible patient groups, and pay parking program strategies by methods such as drafting documentation, benchmarking and providing input and recommendations.
• Evaluates contract specifications, tendering and selection for parking operations or facility projects for alignment with established guidelines and standards. Administers and recommends revisions/terminations to existing leases, operating and partnership agreements and makes changes within prescribed limits and parameters. Consults with Manager for requirements and changes outside of pre-established limits and standards.
• Performs the functional planning, due diligence and leasing specification assessments of existing and new parking facilities to adhere to occupancy group requirements and coordinates construction commissioning processes and project management required for new parking capital projects within prescribed standards and limits.
• Reviews and analyzes information to provide input and recommendations to support the development, deployment and maintenance of parking software, technology and innovative solutions along with corresponding documentation and related financial controls to meet organizational requirements.
• Coordinates the activities of contracted parking personnel by liaising with contracted parking company and their employees on parking service expectations and outcomes. Manages contract performance based on key performance indicators. Takes necessary follow up action to resolve issues and escalates to the Manager as required.
• Provides financial and operational feasibility analyses, prepares budget estimates, drafts business cases and provides input and recommendations to Manager to support the planning and design of new parking facilities and capital projects and/or renovations to existing structures.
• Maintains the necessary business structures, processes, documentation and information systems to effect control and distribution of parking payments within the LM consolidated service portfolio. Produces related statistics and reports and submits to the Manager for review.
• Selects, coordinates, provides day-to-day work direction and evaluates designated staff to ensure effective performance of duties. Liaises with Human Resources regarding the application of human resource strategies and collective agreement for unionized staff; participates and/or conducts employee investigations, discipline, terminations and other related activities involving staff.
• Monitors expenditures, accounts for variances, and authorizes expenses for utilization of contract parking staff and operational parking requirements to a pre-determined limit with respect to operational obligations. Participates in capital planning deliberations involving parking and acts as a resource on related capital projects. Assists with budget and accounting preparation by providing input and preparing supporting documentation to the Manager.
• Conducts research, compiles information and provides options and recommendations to Leadership regarding initiatives to increase efficiency and promote transportation alternatives, such as carpooling and transit incentives. Supports the implementation of approved initiatives, resolution of issues, and evaluation of results, and prepares reports.
• Acts as a liaison and consultant between IPS and Health Service Administrators and Directors/Managers across all acute, community and corporate sectors for the HAs within the LM consolidated service portfolio and escalates issues or concerns to the manager as appropriate.
• Liaises with Labor Relations regarding the application of labor strategies to parking initiatives and as a resource on related grievance issues.
• Consults, on behalf of IPS, with external agencies and organizations on parking mitigation and related issues and participates as a representative of IPS in related meetings and committees. Produces related reports with input and recommendations for review and approval by the Manager.
• Responsible for the provincial coordination of parking services related information for the Ministry of Health by methods such as liaising with contacts across the HAs and compiling the required information for review.
Qualifications:
A level of education, training, and experience equivalent to a Diploma in Business Administration, technology or related discipline and five (5) years’ recent related experience in parking services and transportation demand for a large institutional or campus environment and/or large complex multi-site organization, including one (1) year in a managerial or supervisory capacity.
Experience in data base creation and maintenance, preferably related to parking and/or transportation demand. Strong knowledge on appropriate provincial and municipal legislation/standards related to parking and/or transportation demand. Demonstrated ability to lead, plan, organize, direct, manage, and implement. Strong problem solving, decision-making, and conflict resolution skills. Demonstrated ability to supervise. Demonstrated ability to plan, communicate effectively, both in writing and verbally, including delivering presentations to groups. Ability to work both independently and as an effective team member. Demonstrated ability to build strong, positive relationships and effectively work with others, including various stakeholders. Demonstrated knowledge and ability to utilize related equipment and computerized software packages at an advanced level. Demonstrated ability to function effectively in a highly dynamic environment.
