Salary Range: $106,026-$152,413/year. The starting salary for this position would be determined with consideration of the successful candidate’s relevant education and experience, and would be in alignment with the provincial compensation reference plan. Salary will be prorated accordingly for part time roles.

The Senior Project Manager, Capital/Redevelopment leads and directs all aspects of assigned projects and initiatives for complex multi-year capital or redevelopment projects which align within a Clinical Service Plan (CSP) and/or PHSA mandates. The role provides leadership through all phases of capital and redevelopment projects including project management, budget control, contract management, dispute resolution and oversight of facilities projects from planning and design through to construction and commissioning. The Senior Project Manager negotiates and facilitates consensus with project partners, external consultants and vendors, collaborates with Executives, Advisory Committees and operational staff, and tracks metrics as they relate to the project deliverables and coordinate project activities including financial responsibility for the project and management of resources as deemed necessary to meet the schedule and budget for the project deliverables. The position establishes the project team and provides mentorship and expertise to other Project Managers, promoting utilization of project management best practices, methodologies, and standards, and providing guidance in the resolution of complex issues.
Duties/Accountabilities:
? Manages, directs and leads the process of planning, schematic design, design development and contract preparation by retaining, liaising, supervising and negotiating with project team, external consultants and vendors engaged in IMITS solutions.
? Establishes detailed project charter, plans and objectives to outline timelines and project deliverables. Executes project plan according to project methodologies, ensures successful and coordinated completion of project components, facilitates consensus with project partners as needed and ensures readiness for project implementation.
? Leads all related project activities including development, implementation and supporting planning, building design, translating space requirements into functional program, guiding design development of new construction, and operationalizing new practices and work processes prior to occupancy.
? Tracks project progress according to project plan and identified metrics. Monitors and reports on the status of projects and major barriers encountered. Makes decisions and recommendations regarding projects scope and related changes required to facilitate a successful outcome. Implements or contributes to the implementation of effective processes to assess project risks, identify risk mitigation strategies and monitor risk throughout the project lifecycle.
? Provides senior level consultation and makes recommendations for best practices, innovations and efficiencies; ensuring alignment with corporate strategies to the PHSA Senior Leadership and various partners utilizing advanced project management knowledge and analysis. Collaborates with the Program Directors, Physician Program Directors and key internal and external partners in the development of IMIT projects which align with Clinical Service Plans (CSP), organizational, regional and provincial planning for health care facilities (current and future initiatives) based on project management principles and processes.
? Develops and recommends project budgets for IMIT project planning and delivery initiatives, and uses best practice methods to thoroughly monitor and adhere to allocated budgets. Responsibilities include reporting variance, reporting and reviews, planning and adjusting operations and/or staffing to meet projections and annual targets, approving expenditures and preparing summaries.
? Provides leadership to staff, contractors, temporary project and other team members within a complex matrixed environment through coaching, guiding and modeling key behaviors/strategies, encouraging dialogue and providing guidance and advice to facilitate resolutions to work issues. Evaluates and assists team members to define goals, meet target dates and ensure alignment of project goals.
Qualifications:
A level of education, training, and experience equivalent to a Master’s Degree in Health Services Administration, Computer Information Systems, Information Technology, Business Administration or relevant health care discipline with a minimum of seven (7) year’s recent, related experience in project management and facilitating and managing consultation processes with a wide range of partners. Project Management Professional designation considered an asset.
Demonstrated success as a project manager and the successful completion of a large capital or redevelopment project. Comprehensive knowledge of project management principles and methodologies and ability to coach team members on these skills. Sound business acumen to manage the fiscal resources of assigned projects in a manner that is financially responsible and consistent with the overall goals of the organization. Experience or working knowledge of quality improvement methodology, creative problem-solving skills, conflict resolution and change management is key to the success of this role. Excellent communication skills to function within a complex interdisciplinary environment including ability to communicate within a clinical and medical community. Computer literacy with word-processing, spreadsheet, presentation, project management and database applications. Effective facilitation, persuasion and negotiation skills. Excellent interpersonal skills, with the capability of providing leadership to a diverse project team and interact comfortably with senior personnel in the organization. Ability to utilize initiative, vision, independent thinking and creative problem-solving to implement project plans and realize project completion.
