Job Summary

Salary Range: $88,990-$127,923/year. The starting salary for this position would be determined with consideration of the successful candidate’s relevant education and experience, and would be in alignment with the provincial compensation reference plan. Salary will be prorated accordingly for part time roles.

Please note: The Team Lead will provide leadership across Acute and Medication Management teams, overseeing Cerner inpatient clinical documentation, orders, and closed-loop medication workflows. The role ensures integrated, safe, and efficient clinical and pharmacy processes that support high-quality patient care across the acute care continuum.


Job Summary:

As such, the requirement to continuously improve quality and safety is inherent in all aspects of this position.  

Within the context of the Information Management Information Technology Services (IMITS) lower mainland consolidated area that provides services to Vancouver Coastal Health, Providence Health Care, and Provincial Health Services Authority and other lower mainland consolidated services (VPPL), the Team Lead, Clinical Solutions reports to the Manager/Director and is responsible for planning, implementation, integration, operation and future enhancement of all solutions for a designated portfolio within IMITS.  The Team Lead provides leadership and direction to staff across multiple sites and coordinates team members and other staff as needed to meet the defined objectives of the services they are assigned in order to achieve the highest level of client satisfaction.  Develops and maintains effective working relationships within IMITS, Corporate Services and other key stakeholders within VPP.  The Team Lead is responsible for both the day-to-day operations and leading assigned projects for the portfolio.  Directly supervises team members with technical expertise, may include those with clinical expertise, provides guidance and direction as applicable, mentors staff, and assists the Manager/Director with the hiring, disciplining, and scheduling of staff and other resources.  The Team Lead is also responsible for the delivery of service level and project reporting for designated services.

Duties/Accountabilities:

•    Ensures systems/services are supported with the highest levels of service availability and performance.    Leads system health checks and remediation efforts in collaboration with various technical teams and clinical application vendors.  Leads and assist with all system maintenance/change management responsibilities including upgrades, major patches and expansions. Participates in system monitoring activities; security risk assessments; system internal audit activities; and system quality assurance practices. Coordinates the release and technical changes across a multitude of stakeholder groups across health authorities, specific sites, vendors, technical groups and clinical users.
•    Assists with operational and capital projects through the project development life cycle e.g. planning, design, implementation and go live support. Participates in organizational team building development and optimizations of support structures that will be used by the organization to direct future development and change.  
•    Manages internal and external stakeholder and vendor relationships throughout day to day operations and inflight/capital projects. Ensures problem resolution and customer satisfaction through ongoing communication with all levels of leadership, clinical and technical stakeholders within VPPL.  Assists stakeholders/vendors with escalating major system issues/risks and remediation efforts.  
•    Leads the analysis of the current state and future requirements for the designated clinical application/service. Initiates the development of specific goals and objectives.  Accountable for identifying healthcare operations and system impacts of changes and defects within complex and integrated solutions.
•    Provides leadership, guidance and supervision of staff using effective leadership techniques (e.g., coaching, mentoring, skills and leadership development and performance management).  Provides staff training and orientation as required.  Participates in staffing decisions related to recruitment, retention, discipline, and termination.  Monitors financial resources with respect to operational obligations; takes corrective action as necessary.

Qualifications:

A level of education, training and experience equivalent to a Bachelor Degree in a related field plus five (5) years recent related experience.  Applicable qualifications include a Computer Science degree and experience working in a healthcare environment or a healthcare degree and experience working in a systems environment will be considered.  Minimum two (2) years recent experience in a leadership role.  
A proven leader with expertise coordinating activities of staff, project work teams and resources to ensure effective project management, and ongoing applications training and support.  Proven hands-on specialized experience in an integrated environment with related applications/systems.  Strong enterprise-level experience in the administration and implementation of applications/services in a large-scale environment.  Relevant certification such as those provided by Microsoft, ITIL, and PMI would be an asset.
Expert knowledge and understanding of technologies and strategies, including the design, development, testing, implementation and support functions related to a variety of clinical applications/services.  Excellent interpersonal, oral, and written communication skills with the ability to communicate complex ideas in simple terminology.  Ability to understand and clearly relate technical information and principals of operation with a variety of clinical and technical stakeholders both internal and external to the organization.  Understands customer clinical and technical issues and develops solutions for achieving operational goals/objectives and ensuring user needs are met. Ability to analyze operational problems and recommend innovative solutions, demonstrating time management skills.  
Proven ability to plan and execute complex projects with stringent budgets and timelines.  Ability to supervise staff, provide guidance, coordinate work and resources, and evaluate performance in a unionized environment.  Demonstrated ability to effectively function within a complex healthcare environment as part of a shared service that supports multiple organizations.  Uses sound decision-making abilities to address complex and divers systems issues, which could have a significant impact on patient care.  Maintains an awareness of current clinical information systems trends through literature review, contact with peers at other organizations and attendance at seminars, workshops and educational programs.
