Training Specialist, BC Health Workday
Role Summary

The BC Health Workday Program is a provincial initiative with seven participating BC healthorganizations (Fraser Health, Interior Health, Island Health, Northern Health, Providence Health Care, PHSA and Vancouver Coastal Health). The program began in 2023 to implement a Human Capital Management System (HCMS) software solution as part of the BC Health Human Resources Strategy to transform HR services. Designed by Workday Canada, the new provincial platform will replace existing HR and payroll systems in the health organizations with a single, unified technical system that will standardize and modernize HR and payroll services. It is a significant transformation in BC and is vital to the sustainability of BC’s health system.
Reporting to the Manager, Communications and Training, the Training Specialist is responsible for assessing training needs, identifying skill gaps and developing curriculum that align with Ministry Health standards, and tailoring content for Regional end users. The Training Specialist designs, delivers and evaluates engaging learning experiences that builds user confidence, supports adoption and ensure alignment with regional HR practices. The Training Specialist partners with change management, transformation, communications, human resources and technology teams to develop and maintain a sustainable learning program that evolves with Workday releases and business needs, and is privy to sensitive, confidential change information related to the system transformation.
The Training Specialist ensures their materials and communication aligns with PHSA-wide work to eradicate Indigenous-specific racism and discrimination and embed Indigenous Cultural Safety and Humility standards across the organization.
Key Accountabilities
- Conducts training needs assessments to identify skill gaps and training requirements across Regional end user groups to ensure successful adoption of the BC Health Workday program.
- Ensures a wide range of Regional end user trainees' enrollment for appropriate trainings (different modalities, personas, length of training, format, etc.) by creating a training matrix for courses relevant to each user group; configuring a Learning Management System (LMS) and tracking enrolment reports in the LMS.
- Develops global training curriculum and validates to ensure alignment with Ministry of Health standards and preferences. Facilitates the customization of curriculum for Regional end user groups.
- Facilitates virtual and in-person training sessions for staff, managers and HR professionals on Workday functionality such as recruiting, onboarding, performance management, payroll and benefits.
- Designs and develops a range of training materials, such as e-learning modules, instructor-led presentations, quick reference guides, and job aids that reflect current Workday configurations and workflows.
- Translates complex HR and system processes into accessible, user-friendly learning content. Adapts delivery methods to suit diverse audiences, learning styles and accessibility needs.
- Maintains version control of training materials in alignment with Workday updates and organizational policy changes. Uses surveys, analytics and performance metrics to assess training effectiveness and learning outcomes. Gathers user feedback to continuously improve learning materials and delivery methods. Provides recommendations to enhance learning outcomes and employee engagement. Stays current with Workday release notes and proactively updates or creates training resources to reflect system changes.
- Maintains awareness of new developments and trends in training, learning and development through literature review, contact with peers at other organizations, advisory groups and professional associations, and if authorized, through education programs.
Qualifications
- A level of education, training and experience equivalent to a Bachelor’s degree in a relevant discipline such as Human Resources, Business Administration, Education and at least 3-5 years of experience developing or delivering training programs in a corporate, public sector or health care setting, with demonstrated experience designing blended learning programs (e-learning, instructor-led and self-service). Workday certification or HRIS training an asset.
- Strong facilitation and presentation skills; able to simplify technical concepts for diverse audiences.
- Proficiency with e-learning authoring tools (Articulate) and learning management systems (LMS).
- Excellent written and visual communication skills, with a focus on clarity and usability.
- Analytical mindset for assessing learning effectiveness and identifying performance gaps.
- Collaborative team player who can work across HR, technology, change management and communications functions.
- Organized, proactive and adaptable to changing priorities and technologies.

Job Type: Temporary, Full-Time
Wage: $74,618.00 to $107,264.00
The starting salary for this position would be determined with consideration of the successful candidate’s relevant education and experience and would be in alignment with the provincial compensation reference plan.
