Role Summary

In accordance with the Mission, Vision and Values, and strategic directions of PHSA, safety, including both patient and employee safety, is a priority and a responsibility shared by everyone at PHSA. As such, the requirement to continuously improve quality and safety is inherent in all aspects of this position. 

The BC Health Workday Program is a provincial initiative with seven participating BC health organizations (FHA, IHA, ISLH, NHA, PHC, PHSA and VCHA). The program began in 2023 to implement a Human Capital Management System (HCMS) software solution as part of the BC Health Human Resources Strategy to transform HR services. Designed by Workday Canada, the new provincial platform will replace existing HR and payroll systems in the health organizations with a single, unified technical system that will standardize and modernize HR and payroll services. It is a significant transformation in BC and is vital to the sustainability of BC’s health system. 

The Change Management Analyst reports to the Manager, Business Readiness and Change and supports the successful implementation of the BC Health Workday program by acting as a consultative partner within the assigned product workstream(s), to provide specialized expertise, analysis, insights to leadership, partners and end users on change impacts, and translates outputs into clear, actionable guidance. The Change Management Analyst conducts impact assessments to analyze and evaluate effects on roles, business processes, and policies; documenting change impacts, maintaining readiness dashboards, and ensuring accurate and timely completion of change management deliverables. 

The Change Management Analyst contributes to creating a strong team environment by fostering trust and mutual respect and supporting open dialogue on issues as they co-facilitate system demonstrations and partner engagements to addresses impacted users’ concerns, and collaborates with change, training, communication, and transformation teams to create and refine strategies and approaches. This role validates training materials, assists with knowledge transfer, and captures feedback during design sessions, testing, and training to support end-user adoption and minimize post-implementation issues. The Change Management Analyst ensures effective partner readiness and contributes to seamless system transitions across participating health organizations.

 

Key Accountabilities

  • Acts as a consultative partner within the assigned Workday product workstream(s) by providing specialized expertise, analysis, insights regarding change impacts to leadership, partners and end users; translates change outputs into clear guidance for leadership to strengthen and refine change plans and overall approach. 
  • Conducts impact assessments to identify, analyze, and evaluate change impacts within assigned workstream(s), including impacts to roles, business processes, and policies. Recommends plans to mitigate or address concerns, identifies resistance and performance gaps, and recommends corrective actions. 
  • Supports change management deliverables within assigned workstream(s) by documenting functional decisions and change impacts ensuring impact analysis, business readiness, communications, and training materials are accurate and completed on time to support overall delivery of change workstream. 
  • Maintains change impact logs and readiness dashboards, providing timely updates and reporting to the Manager of Business Readiness and Change, Change Lead, and project leadership.
  • Collaborates between organizational leaders, project teams, and workstreams and creates opportunities for alignment between technical design and organizational readiness. 
  • Jointly facilitates demos and engagements with change management specialists for health organization partners as needed to address impacted user concerns and to gather feedback. 
  • Captures feedback during testing and training, escalates issues, and contributes to lessons learned to enhance future phases and continuous improvement. 
  • Contributes to and validates training materials to ensure accuracy, assists with knowledge transfer sessions, and documents common questions to improve end-user adoption and reduce post-go-live support needs. 

 

Qualifications

  • A level of education, training, and experience equivalent to a bachelor’s degree in business, information systems, computer science, health administration, or a related discipline and a minimum of three (3) to five (5) years of recent related experience, including experience in change management, project or program management, data analysis, and process improvement, preferably in a large, multi-site healthcare environment. 
  • Ability to apply critical thinking and advanced analytical skills to assess complex issues, interpret data, and recommend practical solutions. 
  • Ability to support large-scale initiatives through requirements gathering, business or change analysis, process mapping, and the development of clear, actionable documentation. 
  • Strong verbal and written communication skills, with the ability to communicate complex technical or program concepts in clear, accessible language. 
  • Ability to develop and maintain effective working relationships with internal and external partners. 
  • Strong organizational and planning skills with the ability to manage competing priorities, work under pressure, and deliver within critical deadlines. 
  • Proficiency with computer applications including MS Word, Excel and PowerPoint. 
  • Proficiency with project management tools and methodologies to effectively plan, execute, and monitor the transition. 
  • Familiarity with Workday or other enterprise HR systems is an asset. 
  • Experience with change management and project management methodologies. PROSCI Change Management certification or equivalent is an asset.

Wage:  
$74,618 - $107,264
The starting salary for this position would be determined with consideration of the successful candidate’s relevant education and experience and would be in alignment with the provincial compensation reference plan.
