BCEHS intends to fill one (1) vacancy for a ull Time Regular Scheduled Dispatch Supervisor of Practice Education- PCCP - in either Vancouver Dispatch (VDOC) /or / Kamloops Dispatch (KDOC)
Based in Patient Care Communications and Planning (PCCP), and reporting to the Senior Leader of Practice Education, the Dispatch Supervisor of Practice Education works in a team-based environment and is accountable for: implementation and maintenance of operations; supporting provincial direction on operational needs and plans; and implements and evaluates changes to operations.

Key Accountabilities
- Plan, organize, coordinate, and direct the operations and activities of the Practice Educators within Patient Care Communications and Planning; Participates in the development and implementation of goals, objectives, policies and procedures of Practice Education; meet with staff to identify and resolve problems; assign work activities and projects; monitor work flow, supervise, train, and evaluate staff, assure proper training of the Practice Educators; approve staffing schedules and uniform orders within the Practice Education Unit; counsel employees regarding work performance and document disciplinary actions; investigate complaints against assigned personnel and respond in a manner resulting in appropriate complaint resolution; attend and participate in professional group meetings.
- Responsible for overseeing education development for dispatch programs utilizing educational/curriculum theory and knowledge of specialized practice to design, develop, implement, and evaluate dispatch education programs for team members in collaboration with BCEHS Learning Leadership Team, Medical programs and inter-professional team members. Dispatch education programs include orientation/training programs for new team members, educational support programs, and continuing education sessions.
- May occasionally be required to facilitate learning on the floor and classroom by coaching and acting as an operational resource and demonstrates expertise and leadership in dispatch practice through methods such as reviewing literature and developments in technology and equipment, consulting with community experts, evaluating operational systems/standards, identifying new theories/trends/education programs, developing new/revised standards and presenting educational sessions based upon specialized body of knowledge to enhance quality patient care.
- Supervises and mentors all assigned personnel and conducts performance reviews providing verbal and written feedback for the individual to continue competency development, meeting with team members, on a one-to-one basis and recommending educational programs/resources and facilitating development of learning and/or professional growth plans with new staff.
- Participates in the evaluation of the effectiveness of dispatch education programs, activities, and resources by analyzing learning and patient outcomes using program/resource evaluation, utilization statistics, and reviewing feedback to determine opportunities for quality improvement.
- Participates in quality improvement and risk management activities through methods such as evaluating effect of changes in patient care practice, generating recommendations for alternative approaches, provides education to staff as the result of Patient Safety & Learning System reports, and recommending changes to selected policies, procedures, or protocols; drafts new and/or revised procedures, standards and criteria for the program in conjunction with the inter-professional team. Initiates strategies to improve patient care using principles of continuous quality improvement to promote delivery of high-quality educational services.
- Monitors, evaluates, and makes recommendations regarding the purchase of equipment as required.
- Participates in provincial and regional groups as a dispatch education resource, providing input and suggestions related to education implications and group processes of new initiatives to ensure that dispatch educational needs are addressed.
- Documents educational process and utilization statistics by maintaining database and records, and by providing written and verbal reports to demonstrate accountability and to continuously improve the quality of dispatch education services.
- Contributes to on-going staff performance by reviewing International Academy of Emergency Dispatch (IAED) audits and assessing performance during orientation, probation, skills review and education and training sessions and provides feedback to the learner to assist in development of a personal learning plan.
- Participates in dispatch students' practicum experience by coordinating student placements and preceptor assignments in collaboration with the Senior Leader, Practice Education, and other team members.
- Participates in approved dispatch and inter-professional research and special projects through methods such as identifying research topics/issues, promoting staff awareness and involvement in research activities, supporting evidence-based pre-hospital care practice, and gathering and summarizing data to improve education and operational effectiveness.
- Ensures BCEHS educational programs comply with Work Safe BC (WSBC), PHSA and BCEHS Health & Safety standards, organizational goals, values, and policies. Engages and collaborates with Patient Care Communications and Planning, Safety Advisors and Workplace Health to ensure compliance with regulations and policy, timely investigation of issues/incidents, and proactively report and resolve safety or labor related concerns.
- Support and assist frontline employees in accessing support services and assist in facilitating access to Critical Incident Stress Management and debriefing support.
- Performs other related duties as assigned.
Education Training and Experience
- Current EMD certification in good standing with the International Academies of Emergency Dispatch.
- Minimum of one year experience as a Dispatch Practice Educator within PCCP.
- Minimum of three years plus a day with BCEHS within dispatch.
- A minimum of two years’ experience in course design, teaching and evaluation with adult focused education.
- Competence in application of quality improvement methodology.
Skills and Abilities
- Recent experience in a supervisory role.
- Knowledge of pre-hospital and inter-facility telecommunication practices.
- Knowledge of current BCEHS policies and procedures, International Academy of Emergency Dispatch (IAED) standards, and Emergency Medical Call Taker (EMCT) / Emergency Medical Dispatcher (EMD) competencies.
- Strong interpersonal skills, and customer service orientation.
- Ability to adapt education approach to reflect requirements, local needs, and national trends.
- Knowledge of the delivery of emergency medical services in the province of British Columbia.
- Knowledge of adult learning theory and methodologies.
- Knowledge of competency-based education principles and methods.
- Ability to assess student performance and progress and to provide appropriate feedback.
- Ability to adhere to established standards for educational quality.
- Knowledge of IAED quality improvement methodology and its application.
- Ability to operate related equipment.
Selection Criteria
Selection will be in accordance with Article 13.03 of the Collective Agreement.
Upon application, employees occupying a supervisory position, provided they meet the requirements of the position to which they are applying, shall be appointed based on service seniority.

2. Interview (45% of total score)
Applicants who successfully achieve a score of 65% or higher on the Knowledge/Skills Assessment will be scheduled to interview. The interview will be in the multi-mini interview (MMI) format, and eligible applicants will be notified of the date(s) via their BCEHS email address at least 7 days in advance.

3. Seniority (Up to 10%)
Up to 10% will be applied to all candidates who complete the interview to determine their final score.
The successful candidate(s) shall be the employee(s) with the highest total score and a satisfactory disciplinary record.
