Job Summary
|
Salary Range: $106,026-$152,413/year. The starting salary for this position would be determined with consideration of the successful candidate’s relevant education and experience, and would be in alignment with the provincial compensation reference plan. Salary will be prorated accordingly for part time roles.

The Manager, Human Resources reports to an HR Director works within a complex unionized healthcare environment, and is accountable for the effective and efficient functioning of the designated HR Centre of Expertise team and provides leadership; expert advice and counsel designate HR Centre of Expertise. The Manager is a key partner of the Director, and works closely with senior leadership, medical leaders, professional discipline leaders, program managers and directors across PHSA at the corporate and program level as well as external stakeholders, Ministry of Health and other HA leadership, to provide subject matter expertise, consultation, education and training, and support. Manages a high performing team of HR professionals to partner with HR staff and PHSA clients to achieve business outcomes. The Manager supervises staff and builds the strength of the team and coordinates the day-to-day processes and activities for areas of responsibility by guiding efficient use of resources and facilitating support as needed by team members; monitors budgets; develops, promotes and maintains relationships; participates in the development and implementation of related policies, procedures and programs; provides expertise, recommends and implements solutions to issues; ensures consistency and standardization of policy, practices and service delivery within PHSA. Collaborates with HR professionals, Managers and Directors within the HR team to ensure an integrated and seamless service delivery model. The Manager may carry a portfolio of clients and works collaboratively with management staff. Responsible for the overall workflow within the Centre of Expertise to ensure compliance of collective agreement language, time sensitive issues, HR policies, and processes & guidelines.
Specific Portfolio’s:
- Talent Acquisition: Provides leadership, expert advice and counsel on full scope internal and external recruitment retention services for unionized and non-contract roles as well as career transitioning process and support. Monitors advertising and relocation budgets. Recommends and implements solutions to PHSA’s recruitment, onboarding and career transition issues. Works collaboratively as a business partner with hiring leaders, senior leadership, and the talent acquisition team regarding recruitment activities, developing marketing strategies and materials, identifying a candidate pool, prescreening candidates, development of interview questions, participating on interview panels, referencing candidates, advising on salary administration and candidate negotiation and placement for unionized and non- practice centralized internal recruitment service.
- Leadership Development: Provides leadership, expert advice and counsel on full-scope leadership development initiatives. Manages a team that includes facilitators, instructors, and course developers. Defines, develops and facilitates a comprehensive organization learning strategy and related plans to meet organization priorities; and creates standards related to assessment, curriculum design, implementation and evaluation. Develops and drives a leadership development approach that identifies and prepares leadership for current and future organizational needs to develop organizational capacity and excellence in the areas of leadership development and competency. Conducts needs analysis using a variety of inputs including leaders to identify skill and learning gaps and recommend solutions. Actively participates in workshop facilitation and development initiatives as needed.
Duties/Accountabilities:
- Manages a team, setting goals and objectives and assessing/managing performance outcomes; uses effective management techniques (e.g. coaching, mentoring, skill and leadership development, and performance management) to support the achievement of required outcomes and ensure adherence to both Human Resources and PHSA strategic goals and objectives.
- Implements team priorities with the Director, and assists team members to define shared and individual goals, meet target dates and ensure alignment of team goals with client needs and the PSHA HR Workforce Strategy. Implements, evaluates and provides input to the overall goals, objectives and operations of team.
- Provides leadership to the larger HR team in best practice by developing strategies, and implementing new or revised processes to provide service to clients and other HR business streams in meeting their business needs.
- Evaluates the performance of the designated team and responds to changing client needs by methods such as measuring the impact of the portfolio’s services and activities, conducting continuous assessments of the team’s activities, facilitating feedback within and across programs and responding to changing demands. Provides input into the development and implementation of quality improvement programs. Commits to supporting an integrated and seamless service delivery model by partnering and collaborating with other HR team members. Leads and/or supports the integration of programs, services and process within HR and across PHSA
- Recruits, hires, and supervises staff by identifying vacancies, interviewing applicants, and making hiring decisions in collaboration with the Director; investigating work and staff issues; clarifying roles, outlining expectations, and evaluating individual and team performance in collaboration with appropriate internal stakeholders and Director. Provides leadership to staff though collaborative coaching, guiding and modeling key behaviors and strategies, encouraging dialogue and providing guidance and advice to facilitate resolutions to work issues. Coordinates and monitors requests for vacation, leaves of absences and sick time. Fosters team spirit and recognition, trust and mutual respect.
- Builds and maintains strong relationships with leaders and senior leaders within HR, other corporate departments and across PHSA to ensure alignment with the portfolio, HR and organizational priorities.
- Keeps abreast of current and future needs and trends for the portfolio including planning and working with leaders/managers/directors to identify their short and long-term needs, developing innovative strategies, advises, on best practices, and developing and implementing strategic plans. Monitors industry trends and recommends enhancements to existing strategies and services. Oversees continuous process improvement and transformation change initiatives for portfolio.
- Oversees centre of expertise’s related programs, campaigns and special projects. Manages outsourced providers and temporary staff for initiatives/projects as required.
- Represents PHSA at a variety of forums including attending external PHSA provincial and regional meetings/conferences, Ministry of Health initiatives, and other third party stakeholders and Health Authorities and advocate the interests of PHSA and maintaining and developing networks.
Qualifications:
- A level of education, training, and experience equivalent to a Bachelor’s degree in Human Resources or a related field supplemented by seven (7) to ten (10) years of progressively more senior experience including a minimum of three (3) years at a leadership level.
- Demonstrates the LEADS competencies, excellent communication skills with the ability to facilitate, negotiate, and influence others to achieve resolution.

- Ability to problem-solve with a global perspective in order to incorporate the organizations’ systems and strategies when developing viable solutions to problems.
- Ability to deal effectively with all levels of staff. Ability to use related equipment including HR information systems, word processing, spreadsheet, database and internet tools.
Role Specific Qualifications:
- Talent Acquisition: Solid understanding of best practice recruitment process and solutions, related human rights legislation, and applicable collective agreements.
- Leadership Development: Significant experience in developing and executing leadership and learning strategies and solutions in large, complex environments. Familiar with 70/20/10 learning principle and Kirk Patrick evaluation model for measures learning ROI.
