Salary Range: $74,618-$107,264/year. The starting salary for this position would be determined with consideration of the successful candidate’s relevant education and experience, and would be in alignment with the provincial compensation reference plan. Salary will be prorated accordingly for part time roles.
Job Summary:
Reporting to the Corporate Manager, Financial Business Applications, the primary focus of the role of Business Analyst, HCM Systems is to ensure that all Time and Labour, Payroll, Human Resources, Benefits, eForms and related applications meet the business needs of the Provincial Health Services Authority (PHSA), and to provide support for PHSA PeopleSoft applications. Responsibilities include coordinating the establishment and maintenance of software environments specific to PeopleSoft Human Capital Management (HCM). This position is responsible for systems servicing the PHSA corporate office and all agencies, including educating executive staff in the use of analytical tools. The Business Analyst recommends improvement and standardization of business processes and ensures effective utilization of systems. This role participates on senior HR and Finance management planning meetings setting the goals and objectives for HR and Finance operations to ensure the broad financial goals of the PHSA are achieved. Other responsibilities include trouble shooting of assigned applications, project co-ordination for upgrades or enhancements to applications, and participating in the development of Service Level Agreements and Disaster Recovery Plans. In addition, the Business Analyst, HCM Systems conducts training of staff on the functionality of the systems. This Business Analyst works closely with the Provincial Digital Health Information Systems (PDHIS) staff who are responsible for the technical functions related to the applications.
Duties/Accountabilities:
• Ensures appropriate utilization of computerized and manual systems as well as other departmental/divisional resources by reviewing systems use, identifying needs, determining costs and making recommendations to the Corporate Manager, Financial Business Applications for reallocation or acquisition of systems or equipment.
• Participates in systems development and management of HCM systems including taking leading roles in needs identification, requirements definition, creating/supervising/directing project work plans and system selection, development, implementation, documentation, interfacing and maintenance within established policies and guidelines in accordance with the PHSA PDHIS strategic plan.
• Leads the implementation of quarterly tax updates to the system and report development based on user needs including PHSA executives as well as agency management staff. Fulfils external reporting requirements such as HSCIS, collective agreement needs. Primary educational role in teaching analysis of data in PeopleSoft HCM.
• Maximizes systems functionality, integration, and skill-sets in each user group by analysing processes using technological functionality and recommending/leading implementation efforts where appropriate.
• Develops and recommends procedures to ensure security, integrity and accuracy of HR, Time & Labour, and Payroll data and provides ongoing support and enhancement to all data and related systems through training programs, one on one consultation, systems or procedural advice and specific problem resolution. Provides direction to external consultants and ensures that their deliverables meet PHSA standards
• Creates and maintains Business Resumption Plans and Disaster Recovery Plans. Maintains application tables to keep them current and in line with PHSA needs.
• Provides software support and maintenance by coordinating the set-up and installation of programs with PDHIS. Follows up on implementation by advising and recommending solutions to problems to ensure that systems procedures achieve the defined or desired internal controls.
• Ensures that documentation regarding software applications in use is appropriate and complete. Develops training material for managers and other staff.
• Provides systems advice and expertise to areas external to the division having a significant human resources and timekeeping impact.
Qualifications:
A level of education, training, and experience equivalent to a degree in Information Technology, Computer Science or Business Administration with a minimum of five years experience post-qualification, preferably in an healthcare environment including three to five years experience with computer based applications incorporating the latest technology. Advanced knowledge of relational and multidimensional databases and strong Structured Query Language (SQL) skills. Advanced knowledge of a broad scope of computerized Human Resources, Payroll and Time Capturing applications and systems preferably Peoplesoft HCM. Professional designation such as CA, CGA or CMA is an asset.
Advanced knowledge of human resources and payroll principles and practices, internal controls and management accounting concepts. Working knowledge of business process and quality improvement methodologies. A working knowledge of sophisticated on-line computer applications and personal-computer-based systems including spreadsheets, and word processors. Strong interpersonal and leadership skills. Superior analytical skills including the ability to comprehend complex issues and related data/information and present information in concise meaningful ways. Ability to explain complicated technical issues in non-technical terms and in a non-technical manner. Ability to function effectively in a matrix-based organizational structure. Customer focused with ability to facilitate and encourage cooperation between diverse operational groups and skill sets. Ability to work under pressure and multi-task without direct supervision.
