Job Summary

 

Salary Range: $116,591-$167,600/year. The starting salary for this position would be determined with consideration of the successful candidate’s relevant education and experience, and would be in alignment with the provincial compensation reference plan. Salary will be prorated accordingly for part time roles.

 

Job Summary:

The Provincial Health Services Authority (PHSA) plans, manages and evaluates selected specialty and province-wide health care services across BC, working with the five geographic health authorities to deliver province-wide solutions that improve the health of people living in BC. The Manager, GSC ( Genomics Services) oversees the strategic and operational management of the GSC’s core laboratory functions, including the Sequencing Lab, Biospecimen Core, Library Core, and Technology Development (Tech-D) Team. This position ensures the delivery of high-quality, scalable genomics services in support of the GSC’s research and clinical initiatives.

Reporting to the Director, Operations, the role provides leadership across multiple technical teams, with a focus on operational excellence, innovation, workforce planning, and integration of emerging technologies. This role plays a critical role in aligning laboratory functions with GSC’s strategic goals while maintaining compliance with all applicable regulatory and accreditation standards.



Duties/Accountabilities:

•    Lead the day-to-day business operations, oversee the administrative and scientific function of their assigned portfolio within the Genome Sciences Centre, ensuring the maintenance of safety, quality and accreditation standards. Advise senior leadership to establish priorities and areas of strategic growth, and coordinate allocation of available resources accordingly.
•    Develop and implement operational plans that support GSC’s vision for delivering cutting-edge genomic research and services.
•    Define and execute effective workforce plans, balancing long-term strategy with evolving operational needs.
•    Oversee recruitment, training, and professional development of staff. Mentor and support managers in fostering a high-performance, inclusive culture.
•    Support resolution of personnel issues, including investigations and grievance processes, in collaboration with Human Resources and leadership. Represent the Employer in union matters and contribute to collective resolution as required.
•    Manage financial resources by working with program financial analyst to prepare the budget for approval, monitoring the budget, identifying, and explaining variances, and taking corrective action required to maintain a balanced budget.
•    Resolve operational challenges and develop contingency plans as needed to ensure continuity of operations.
•    Lead service reviews and continuous improvement initiatives by collecting and analyzing operational data to inform planning.
•    Support the evaluation and introduction of new equipment, methodologies, and scientific technologies in collaboration with scientific teams.
•    Provide leadership in the implementation of new systems, programs, projects, and initiatives within the assigned portfolio to ensure alignment with the overall objective of GSC and the border genomic research community.
•    Participate in annual capital equipment planning and acquisition to support the evolving needs of genomic research and bioinformatics work
•    Develop and maintain effective working relationships with PHSA and partner institutions, research collaborators, and internal GSC teams, to support interdisciplinary, and advance of the mission of GSC.

Qualifications:

A level of education, training, and experience equivalent to a Master’s degree in genomics, bioinformatics, molecular biology, business administration, or a related field, combined with a minimum of ten (10) years of experience in a research or clinical laboratory setting, including at least five (5) years in progressive supervisory or management roles.

•    Experience managing complex research or clinical genomics programs, including oversight of large-scale sequencing, bioinformatics, or related scientific operations.
•    Demonstrated understanding of the Diagnostic Accreditation Program, laboratory information systems, laboratory technology and equipment.
•    Demonstrated ability to work independently and as part of a dynamic complex leadership team.
•    Demonstrated analytical and problem-solving skills.
•    Demonstrated ability to deal effectively with all levels of staff.
•    Demonstrated ability to lead multidisciplinary teams and support staff development.
•    Strong computer skills, including financial applications, spreadsheet programs and word processing software required.
•    Demonstrated ability to collaborate effectively with internal and external partners, including funding agencies, academic institutions, and health authorities.
•    Experience with research compliance, grant funding, and resource management in a genomics or bioinformatics setting.
•    Demonstrated ability to adapt to a fast-paced, evolving research environment and drive continuous innovation.
