HR Transformation Lead, BC Health Workday
Role Summary
In accordance with the Purpose, Vision, Values and Coast Salish Teachings, and strategic directions of PHSA, safety, including both patient and employee safety, is a priority and a responsibility shared by everyone at PHSA. The BC Health Workday Program is a provincial initiative with seven participating BC health organizations (FHA, IHA, ISLH, NHA, PHC, PHSA and VCHA). The program began in 2023 to implement a Human Capital Management System (HCMS) software solution as part of the BC Health Human Resources Strategy to transform HR services. Designed by Workday Canada, the new provincial platform will replace existing HR and payroll systems in the health organizations with a single, unified technical system that will standardize and modernize HR and payroll services. It is a significant transformation in BC and is vital to the sustainability of BC’s health system.
Reporting to the Manager, Transformation, the HR Transformation Lead is responsible for driving the design, coordination, and execution of the HR transformation workstream across BC’s Health Authorities. This role ensures transformation efforts are successful, sustainable, and aligned with provincial program objectives by delivering measurable improvements in service delivery, operational readiness, and stakeholder engagement. Working collaboratively with senior leaders, project teams, and partners, the HR Transformation Lead guides the transformation journey by applying structured methodologies, fostering cross-functional collaboration, and enabling data-informed readiness decision-making.
Key Accountabilties
Transformation Delivery
- Lead the design of the global blueprint for the HR service delivery tiers, roles, responsibilities, and escalation pathway, in collaboration with the broader transformation team, product team, and team Workday.
- Develop and implement case management workflows and escalation protocols by leveraging partner input, system capabilities, and best practices to ensure consistency and responsiveness.
- Oversee transition planning and execution by coordinating cross- Health Authority implementation teams, developing detailed rollout plans, and facilitating readiness workshops with impacted Health Authority HR teams to support smooth adoption of new service model(s).
Transformation Readiness
- Define readiness criteria in collaboration with Health Authority HR leaders, using maturity models and baseline assessments to identify gaps and prioritize support.
- Conduct capability assessments and training needs analysis through surveys, interviews, and system usage data to inform targeted learning strategies and resource planning. Monitor readiness progress using dashboards and performance indicators and provide regular updates to program leadership, Health Authority HR leadership, and other key sponsors to support proactive issue resolution and resource allocation. Partner with the change management team to co-create and implement a change strategy that includes partner engagement plans, feedback loops, and reinforcement mechanisms to build confidence and sustain adoption across each Health Authority.
Transformation Engagement
- Facilitate engagement with senior executives and HR leadership through targeted communications, strategic alignment workshops, and ongoing consultation to ensure transformation efforts reflect organizational priorities.
- Collaborate with the communications team to develop tailored messaging, visual materials, and executive communications that support transparency, trust, and shared ownership of transformation outcomes.
- Advice and support the Change, Communications and Transformation team to navigate formal communication channels such as briefing notes, governance forums, and executive standards to ensure timely and effective updates that support informed decision-making.
General Leadership and Support
- Build and maintain strong relationships with HR leaders, operational teams, and transformation contributors across the province by fostering a culture of collaboration, shared learning, and continuous improvement.
- Offer informal mentorship and peer support to HR transformation team members, including specialists and coordinators, by sharing insights, facilitating knowledge exchange, and encouraging professional growth through collaborative problem-solving and intentional relationship building.
- Support post-implementation stabilization by leading retrospectives, identifying improvement opportunities, and coordinating enhancements to service delivery and system functionality.
- Ensure documentation and knowledge transfer through the creation of playbooks, process guides, and training materials that enable long-term sustainability and scalability of transformation efforts.
- Perform other duties as assigned, contributing to the overall success of the program and its strategic objectives.
Qualifications
- A level of education, training, and experience equivalent to a degree in Human Resources supplemented by five (5) to seven (7) years of recent, related experience working in HR operations, HR transformation leadership, HR systems implementation, and/or change management.
- Excellent interpersonal skills and the ability to communicate clearly and effectively both verbally and in writing.
- Knowledge of business analysis for process mapping, data analysis, and solution development.
- Leadership skills for guiding cross-functional teams and fostering collaboration and alignment across diverse teams.
- Strong analytical and planning skills, with experience managing project workstreams.
- Project and change management designations/certification such as Project Management Professional (PMP), Certified Change Management Professional (CCMP), and/or PROSCI Change Management certification is an asset
- Physical ability to perform the duties of the position.

Job Type: Temporary, Full-Time Wage: $88,990 to $127,923.00 The starting salary for this position would be determined with consideration of the successful candidate’s relevant education and experience and would be in alignment with the provincial compensation reference plan.
