The BC Health Workday Program is a provincial initiative with seven participating BC health organizations (FHA, IHA, ISLH, NHA, PHC, PHSA and VCHA). The program began in 2023 to implement a Human Capital Management System (HCMS) software solution as part of the BC Health Human Resources Strategy to transform HR services. Designed by Workday Canada, the new provincial platform will replace existing HR and payroll systems in the health organizations with a single, unified technical system that will standardize and modernize HR and payroll services. It is a significant transformation in BC and is vital to the sustainability of BC’s health system.  

 

Reporting to the Manager, Planning and Project Controls, the Performance Analyst is responsible for supporting the management team in strategic planning and decision making by collecting, analyzing, and reporting on key performance indicators (KPIs) to monitor progress, effectiveness, and benefits realization for the implementation of the BC Health Workday program. The Performance Analyst provides technical expertise and recommendations to project teams to ensure effective budget, resource utilization and optimization.  

 

Key Accountabilities

  • Collects, analyzes, and reports on key performance indicators (KPIs) to assist the project team in monitoring performance, progress, forecasts, budgets, effectiveness of the program, and benefit realization.  
  • Identifies trends, gaps and risks as it relates to project timelines, budget and resourcing that may impact strategic plans and decision making. Provides recommendations to project team to ensure effective budget and resource utilization and decision making.  
  • Develops, maintains and enhances performance indicators, including the establishment of indicator definitions/standards and enhancement of data quality/consistency.  
  • Develops and implements performance measurement frameworks and creates dashboards and visualizations to effectively communicate findings to partners.  
  • Develops computerized models for forecasting future needs to better understand the likely impact of decisions.  
  • Collaborates with workstreams to define measurable success criteria and ensure consistent performance measurement across the program.  

Qualifications

  • A level of education, training, and experience equivalent to a Bachelor’s Degree in Health Services 
  • Administration, Business Administration, Statistics or relevant health care discipline with five to seven (5 – 7) year’s recent, related experience in project management working in an analytical capacity.  
  • Monitors performance across diverse KPIs and supports delivery within the BC Health Workday program.
  • Develops forecasting models, analyzes and interprets complex datasets, and translates findings into clear reports and visual presentations for business partners and leadership teams.
  • Works with project teams and Project Managers to identify performance trends, risks, and opportunities for improvement, and supports planning and decision-making accordingly.
  • Organizes and prioritizes multiple activities under tight timelines, while monitoring budgets and tracking progress against project milestones.
  • Fosters effective working relationships across teams, applies creative problem-solving and independent thinking, and leverages proficiency with project management, spreadsheet, database, and presentation tools to ensure timely and effective execution of project plans.

The starting salary for this position would be determined with consideration of the successful candidate’s relevant education and experience and would be in alignment with the provincial compensation reference plan.
