BC Emergency Health Services (BCEHS) is hiring a Clinical Operations Manager, Kamloops.
Role Summary
In alignment with the Mission, Vision, Values, and strategic direction of BCEHS, safety—for both patients and employees—is a shared responsibility across all PHSA agencies, divisions, and services. A commitment to continuous improvement in quality and safety is embedded in every aspect of this role.
Reporting to the Director, the Manager, Clinical Operations is responsible for the operational and administrative management of BCEHS programs and services. This includes the execution of provincial initiatives to ensure the effective, efficient, and consistent delivery of ambulance services in a 24/7 environment, as part of British Columbia’s provincial health system.
With direct operational oversight of a geographic or program area, the Manager ensures timely and consistent service delivery within allocated resources to meet the evolving needs of patients and the broader healthcare system.
In this key leadership role, the Manager, Clinical Operations leads a team of Leaders and/or Supervisors, providing frontline support, guidance, mentorship, and leadership to BCEHS employees, health partners, and other emergency service response partners.
What you’ll do
As a key leader within BCEHS, you will be responsible for ensuring operational excellence, safety, and high-quality patient care through strategic leadership and frontline support. Your responsibilities will include:
Operational Leadership & Compliance
- Ensure BCEHS operations comply with WorkSafeBC, PHSA, and BCEHS Health & Safety standards, policies, and values.
- Collaborate with the Director, Safety Advisor, and Workplace Health to ensure regulatory compliance, timely investigations, and proactive resolution of safety and labor-related concerns.
Culture & Team Development
- Promote a patient-focused, respectful, and supportive organizational culture, aligned with BCEHS guiding principles.
- Foster a positive work environment that encourages employee growth, ownership, and engagement.
- Champion a ‘just culture’ and continuous learning through mentorship, coaching, and healthy relationship-building.
Quality, Safety & Innovation
- Identify and address risks, system issues, and opportunities for improvement in quality and processes.
- Support frontline employees in accessing support services, including communication with sick/injured staff and facilitating access to CISM and debriefing resources.
- Ensure systems are in place for employee recognition, morale, and motivation.
Human Resource Management
- Lead and manage a high-performance team, providing guidance, mentorship, coaching, and support to meet operational objectives.
- Appropriately manage employee relations, including disciplinary actions, dismissals, performance evaluations, and misconduct investigations in collaboration with Labor Relations and HR.
Strategic & Financial Oversight
- Participate in strategic planning, including short- and long-term initiatives, budget preparation, and performance monitoring.
- Exercise spending authority within approved limits, ensuring fiscal responsibility and alignment with organizational priorities.
System Performance & Emergency Management
- Monitor system performance and implement actions to optimize patient care delivery and resource efficiency.
- Serve as a key resource in emergency management planning, providing leadership and support during significant events.
- Conduct fair and consistent investigations into safety incidents and concerns.
Partner Engagement
- Maintain effective communication with local officials, health authorities, hospitals, law enforcement agencies, fire departments, and community agencies.
- Collaborate with internal and external stakeholders to resolve issues and ensure high-quality service delivery.
Additional Responsibilities
- Provide patient care when required.
- Represent the Director as needed.
What you bring
Qualifications
- Must hold a valid Emergency Medical Assistant license as per Emergency Medical Assistants Licensing Board regulations and maintain a level of physical fitness sufficient to perform paramedic duties when required
- Pre-hospital ambulance patient care or dispatch experience is required
- Minimum 5 years of full-time operational management experience in Emergency Medical Services (EMS) or equivalent, with a proven record of effective leadership
- Possession of a valid British Columbia driver’s license
- Annual fit test completion in accordance with the respiratory protection program
- Willingness and ability to work in other locations or take on assignments requiring attendance outside of regular business hours
- Onsite presence required a minimum of three days per week

Familiarity with anti-racism principles and related reports is required to support inclusive, equitable, and culturally safe health service delivery.

The starting salary for this position would be determined with consideration of the successful candidate’s relevant education and experience and would be in alignment with the provincial compensation reference plan.
