The British Columbia Emergency Health Services (BCEHS), Planned Events department are seeking employees who are interested in career development and work in the Planned Events Event Commander role. A pool of qualified employees will be established to work Planned Event shifts with the skills and knowledge base to represent BCEHS in a contracted setting.

 

 Job Summary

In addition to the accountabilities and deliverables of a Off-car Unit Chief and Paramedic, the Event Commander is responsible for the consistent leadership of employees and relevant organizational priorities specific to Planned Events deployments in mass gathering environments such as festivals, parades, and sporting events on an ad-hoc basis. The Event Commander is responsible for the overall deployment, supervision, and management of resources and employees at mass gathering events to ensure public safety through effective crowd management principles.

 

In the course of their role, Event Commanders may delegate work assignments to their employees, where appropriate. The Event Commander, however, retains the responsibility to ensure the requirements of the organizational priorities are fully met. Event Commanders are expected to act in accordance with the organization’s policies, procedures, clinical practice guidelines, organizational and EMALB scope of practice, and appropriate legislation. Event Commanders act as ambassadors for practice development, including trialing, evaluating and championing clinical initiatives relevant to the delivery of patient care in BCEHS services.

 

 All successful employees will attend a three day in person course on November 15, 16, 17, 2025.

 

Duties

Duties include:

  1. Perform all key accountabilities of the Off-Car Unit Chief and Paramedic role.
  2. Supervise the provision, administration and day to day operational support and leadership of Planned Events deployments.
  3. Lead a comprehensive event safety briefing with BCEHS staff and external invested parties.
  4. Provide event-related updates to invested parties, such as event organizers, medical contractors, partner agencies, and operational BCEHS personnel.
  5. Collaborate and integrate with clinical operations and liaise with regional supervisory staff, managers, and Dispatch Operations Centres.
  6. Attend event planning meetings if requested by the Planned Events office.
  7. Where possible, monitor established event access and egress routes.
  8. Oversee the well-being and safety of all BCEHS personnel impacted by a mass gathering event, including regional staff, if they enter the event boundaries.
  9. Assist with initial deployment and demobilization of staff and equipment at an event.
  10. Ensure all employees complete event documentation, including pay request forms, patient care reports, and post-shift action reports.
  11. Ensure Event Commander-specific documentation, such as scribe logs and after-action reports, are completed and submitted to the Planned Events office within the allotted time frame.

Qualifications

Education, Training and Experience

  • Valid Paramedic License issued by the BC Emergency Medical Assistants Licensing Board (EMALB).
  • Unrestricted/ valid Class 1, 2, or 4 British Columbia driver’s license.
  • Current Planned Events qualification is preferred.

 Skills and Abilities

  • Possess all skills and abilities of the Paramedic role.
  • Comfortable working in an ACP depaired model
  • In-depth knowledge of and oriented to BCEHS Planned Events program area, standard operating procedures, and processes.
  • Have a general understanding of crowds, behaviors, and characteristics in the context of mass gathering events.
  • Advocate for and champion patient centered care in all professional activities.
  • In-depth knowledge of BCEHS Clinical Practice Guidelines, BCEHS Scope of Operational Clinical Practice, BCEHS Standards of Competency and Professional Practice, policies and procedures, local service standards, business unit standards, local roadways and geography.
  • Function as part of a team and lead by example by adhering to all policies and procedures.
  • Demonstrate both operational and clinical leadership by using effective management and communication.
  • Exceptional customer service skills; ability to establish and maintain working relationships with internal and external invested parties.
  • Ability to give and receive feedback effectively.
  • Ability to communicate in a clear, concise, and consistent manner (both written and verbal), this includes the utilization of good listening skills.
  • Ability to multi-task and manage changing priorities and competing demands to accomplish objectives and adapt quickly in a dynamic, busy, fast-paced environment.
  • Work cooperatively within diverse work teams (internal and external) while maintaining professional, and respectful relationships with all patients, colleagues, emergency services and other health care providers/ professionals.
  • Recognize issues and pro-actively problem solve to ensure consistent operational and patient care delivery.
  • Technological literacy across various platforms and devices.
  • Use critical thinking and sound judgment when making decisions.
  • Able to work shift work including nights, weekends, and statutory holidays.
  • Demonstrated ability to model and support full team commitment to Indigenous Cultural Safety and anti-racism.
  • Physical ability and mental resilience to carry out the duties of the position.

 

Additional Information

A minimum of 4 successful employees will attend a three day in person course on November 15, 16, 17, 2025. Paramedics who complete the training will be compensated in accordance with article 23.03 (d) as required in-service training to be attended on days off.

Current full-time supervisory applicants to the Planned Events Event Commander EOI will be selected in order of seniority. Where there are insufficient, or no current Full-time supervisory applicants, other applicants will be selected pursuant to Article 13.03 of the collective agreement. Employees who successfully complete orientation for this role will be recognized as Planned Events Commander qualified.

 

Once selected, successful employees will attend an orientation session provided by Planned Events.
