BC Emergency Health Services (BCEHS) is hiring a Temporary Project Manager – Strategic Change Management.

The ideal candidate is a strategic leader who can drive high-impact evaluations and organization-wide reporting. They bring expertise in designing evaluation frameworks, logic models, and indicators, applying mixed-methods analysis, and translating complex data into actionable recommendations. They excel at creating compelling reports, dashboards, and briefings for senior leadership and public audiences, with a deep understanding of healthcare operations. A strong commitment to Indigenous cultural safety, humility, and data stewardship is essential for success in this role.

 

 

Role Summary

 

In accordance with the Mission, Vision and Values, and strategic directions of PHSA safety, including both patient and employee safety, is a priority and a responsibility shared by everyone at PHSA’s Agencies/Divisions/Services, and as such, the requirement to continuously improve quality and safety is inherent in all aspects of this position.

 

The Project Manager leads and co-ordinates all aspects of projects undertaken by the department. The role will ensure deliverables are completed on time and on budget, as identified in each of the project plans. The Project Manager will lead and coordinate project activities including financial responsibility for projects and management of resources as deemed necessary to meet the schedule and budget for project deliverables. The Project Manager will identify and track metrics as they relate to project deliverables. The role will provide leadership, guidance and support to designated staff, project based staff and stakeholders.

 

What you’ll do

 

  • Establishes detailed project charter, plans and objectives to outline timelines and project deliverables. Executes project plans according to project methodologies, ensures successful and coordinated completion of project components, facilitates consensus with stakeholders as needed and ensures readiness for project implementation.
  • Tracks project progress according to project plans and identified metrics. Monitors and reports on the status of projects and major barriers encountered. Makes decisions and recommendations regarding projects scope and related changes required to facilitate a successful outcome. Implements or contributes to the implementation of effective processes to assess project risks, identify risk mitigation strategies and monitor risk throughout the project lifecycle.
  • Develops and monitors project budgets within the context of operational demands and environmental and resource constraints and uses best practice methods to thoroughly monitor and adhere to allocated budgets. Responsibilities include reporting variance, planning and adjusting operations and/or staffing to meet projections and annual targets, approving expenditures and preparing summaries and is accountable for its own operating budget.
  • Provides supervisory guidance and direction to staff. Maintains full accountability for all personnel including hiring, termination, and handling discipline problems.

 

What you bring

 

Qualifications

 

  • A level of education, training, and experience equivalent to a Master’s Degree in Health Services Administration, Business Administration or relevant health care discipline with a minimum of seven (7) year’s recent, related experience in project management and facilitating and managing consultation processes with a wide range of stakeholder groups.
  • Project Management Professional designation considered an asset.

 

Skills & Knowledge

  • Experience or working knowledge of quality improvement methodology and change management is key to the success of this role.
  • Excellent communication skills to function within a complex interdisciplinary environment.
  • Computer literacy with word-processing, spreadsheet, presentation, project management and database applications.  

 

Indigenous Cultural Safety and Diversity

  • Knowledge of Canadian colonial impacts on Indigenous people in social and health contexts, supported by significant knowledge of Canadian and Indigenous ideologies, including knowledge, and understanding of Indigenous cultural safety, cultural humility, Indigenous-specific racism and anti-racism.
  • Awareness of and commitment to learning and understanding the Truth & Reconciliation Commission’s 94 Calls to Action (2015), In Plain Site Report (2020), BC's Declaration on the Rights of Indigenous Peoples Act (2019), and Reclaiming Power and Place Missing and Murdered Indigenous Women & Girls calls for justice, and how they intersect across the health care system.
  • Supports team members on their learning journey, ensuring education strategy for team/department to implement Indigenous Cultural Safety at a practical level.
  • Works collaboratively with appropriate Indigenous teams/departments to ensure ICS lens applied holistically.
  • Commitment to upholding the shared responsibility of creating lasting and meaningful reconciliation in Canada as per TRC (2015) and BC's Declaration on the Rights of Indigenous Peoples Act (2019).
  • Knowledge of social, economic, political and historical realities impacting indigenous communities and familiarity with Indigenous Cultural Safety and anti-racism and accompanying reports (BC DRIPA, TRC, etc.)

While BCEHS would consider a foundation in Indigenous cultural safety to be a strong asset for consideration, our commitment to enhancing Indigenous cultural safety includes providing all employees with access to resources and training programs in partnership with San'yas Core Health Indigenous Cultural Safety Training and Anti-Indigenous Racism Response Training.

Typical Hiring Range: $106,026 - $123,255

The starting salary for this position would be determined with consideration of the successful candidate’s relevant education and experience and would be in alignment with the provincial compensation reference plan.
