Job Summary
|
Salary Range: $88,990-$127,923/year. The starting salary for this position would be determined with consideration of the successful candidate’s relevant education and experience, and would be in alignment with the provincial compensation reference plan. Salary will be prorated accordingly for part time roles.
The Program:
The Provincial Human Capital Management System (HCMS) Program will implement Workday software across seven BC health organizations: Fraser Health, Interior Health, Island Health, Northern Health, Provincial Health Services Authority, Providence Health Care, and Vancouver Coastal Health. The Workday platform will replace disparate existing human resources (HR) and payroll applications with a single, modern, integrated system. Human resource management has emerged as a high priority and is a key action in the province’s Health Human Resources Strategy.
Benefits Realization Lead
In accordance with the Purpose, Vision, Values and Coast Salish Teachings, and strategic directions of PHSA, safety, including both patient and employee safety, is a priority and a responsibility shared by everyone at PHSA. As such, the requirement to continuously improve quality and safety is inherent in all aspects of this position.
Reporting to the Manager, Quality, Risk and Issue Management, the Benefits Realization Lead is responsible for developing, implementing and managing a comprehensive benefits realization framework for the Human Capital Management System (HCMS) program. This includes developing benefit profiles, maintaining a benefits register, embedding benefit delivery milestones into project plans, and conducting post-implementation reviews. The role partners with finance, operational leaders, and change management teams to validate assumptions, track adoption, and measure sustained benefits over time, ensuring initiatives deliver measurable operational, financial, and service value that aligns with organizational strategic priorities. The Benefits Realization Lead provides technical expertise and guidance to project teams and partners in the identification, quantification, and tracking of benefits, ensuring initiatives are effectively monitored and managed to maximize return on investment.
The Benefits Realization Lead works in collaboratively with a diverse range of partners to accurately capture and validate the anticipated benefits of the program initiatives, ensuring clear communication and understanding among key partners. The role establishes effective processes for ongoing monitoring, reporting, and analysis of benefits realization, identifying and mitigating risks or issues that could impede the achievement of operational or financial outcomes.
What you’ll do
- Leads the development and continuous enhancement of return of investment (ROI) models and cost benefit analyses for program initiatives. Designs and implements a benefit realization plan to capture clear key performance indicators (KPI), financial metrics, and outcome measures.
- Develops and maintains a benefits register and associated benefit profiles for all initiatives, ensuring each benefit is clearly defined, owned, and measurable
- Works with organizational change management teams to define and integrate adoption metrics into the benefits framework, ensuring tracking captures both the financial impact of initiatives and the degree to which end users are actively using and engaging with the solution.
- Provides expert guidance to project teams and internal partners on benefits realization frameworks, return on investment (ROI) modelling and cost-benefit analysis. Advises on the definition, measurement, tracking, and achievement of value from the project initiative, in addition to identifying risk mitigation strategies such as process gaps or data reliability issues and monitor risk throughout the life cycle of the project.
- Conducts variance analyses to compare forecasted benefits versus actual realized outcomes. Prepares benefits realization reports for Executive leadership, highlighting key metrics, trends and risk areas.
- Collaborates with Functional Business Steam Managers and partners to ensure benefit delivery milestones are embedded into project plans by actively tracking progress against benefit realization targets, identifying potential barriers to achieving benefits, and facilitating resolution strategies. Monitors program and project expenditures to ensure alignment with approved budgets.
- Ensures that benefit realization activities are supported by valid, reliable, and governed data sources, working closely with data owners to establish quality standards and address data integrity issues.
- Establishes and manages benefit realization governance by defining accountability frameworks, embedding benefit tracking into project oversight, and ensuring processes and documentation are audit-ready.
- Produces quarterly and annual benefits realization reports and dashboards for program leadership, incorporating variance analysis, key trends, and recommendations for corrective actions.
What you bring
Qualifications
- A level of education, training, and experience equivalent to Master’s Degree in Health Services Administration, Business Administration, Finance or Accounting or related field with a minimum of five (5) years of recent, related experience in project management and/or benefits realization, including developing and maintaining large-scale financial models, including reconciliation of projected benefits with actuals, preferably in healthcare or public sector transformation programs.

- Brings an understanding of the Indigenous specific racism and the broader systemic racism that exists in the colonial health care structure, and has demonstrated initiatives in breaking down barriers and ensuring a safe environment ensuring a sense of belonging to all and informed by Indigenous Cultural Safety.
- Awareness of social, economic, political and historical realities of settler colonialism on Indigenous Peoples and familiarity with addressing Indigenous-specific anti-racism, anti-racism and Indigenous Cultural Safety and foundational documents and legislative commitments (the Declaration Act, the Declaration Action Plan, TRC, IPS, Remembering Keegan, etc.).
Skills & Knowledge
- Strong knowledge of benefits realization frameworks, ROI methodologies, and cost-benefit analysis (CBA) in a health care or public sector transformation projects.
- Proficiency in advanced Excel, Power BI, or similar data visualization tools for benefits reporting and analysis.
- Knowledge of governance structures, audit requirements, and compliance standards related to benefit tracking and reporting.
- Demonstrated ability to communicate effectively both verbally and in writing, including the ability to make presentations to groups.
- Ability to function in a self-directed manner, in a fast paced and dynamic environment.
- Computer literacy with word-processing, spreadsheet, presentation, project management and database applications.
- Utilizes initiative, vision, independent thinking and creative problem-solving abilities to implement project plans and realize project completion.
- Superior analytical, problem-solving and system analysis skills including the ability to resolve complex issues and synthesize related data/information and to translate qualitative outcomes into quantifiable metrics.
- Commitment to upholding the shared responsibility of creating lasting and meaningful reconciliation in Canada as per TRC (2015) and BC's Declaration on the Rights of Indigenous Peoples Act (2019).
