Training: 

  • Basic flight training for successful applicants will be scheduled for June 5-8, 2025, and June 24-27, 2025. New candidates are expected to attend one of the cohorts for basic flight training. The PCFP and ACFP education program (6 months) will begin at a later date.

BCEHS intends to fill 2 (two) vacancies for a Full-Time Irregular Primary Care Flight Paramedic (PCFP) MNP or higher at station 283 -Vancouver Clinical Air Operations. Open to all qualified BCEHS PCPIV employees. Selection process will follow 13.03.

Job Summary

The Primary Care Flight Paramedic (PCFP) reports to the Unit Chief/or designate, and is responsible for the assessment, treatment, transportation, and continuous clinical monitoring of injured or ill patients in accordance with BCEHS PCFP Treatment Guidelines and legislation administered by BC Emergency Medical Assistants Licensing Board (BC EMALB) Primary Care Paramedic IV (PCP) Schedule 1 and 2.

The role performs duties in a variety emergency responses vehicles including helicopters, small jets/planes, and/or ground ambulances and works in a PCFP/ PCFP configuration, in partnership with Emergency Physician Online Support (EPOS) and/or the Critical Care Paramedic Advisor (CCPA) or functions as a partner for Critical Care Paramedic (CCP) or (Advanced Care Flight Paramedic) ACFP resources, when a CCP/PCFP or ACPF/ PCFP configuration is required.

The role works within the PCFP expanded scope of practice, in compliance with established standard operating procedures and standard operating guidelines, and in collaboration with CCPA, EPOS and Paramedic Specialists (PS) group as the consulting parties. The PCFP advocates on behalf of patients and communicates and interacts effectively with co-workers, other allied health care professionals and public safety partners to ensure safe, proficient, and efficient patient care and transportation.

Duties

  • Provides quality patient care in pre-hospital emergency situations in a variety emergency responses land, air, and sea vehicles.
  • Functions in a PCFP/PCFP configuration, utilizing the PCFP expanded scope practice, with consultation from EPOS, CCPA and/or the PS group. Functions as a partner for CCP or ACPF resources when a CCP/PCPF or ACPF/PCPF configuration is required.
  • Completes a comprehensive assessment of the patient, and partners with EPOS, CCPA and/or the PS group to establish a physiological based problem list and subsequent treatment plan that meets the physiological needs of the patient and is within the PCFP operational scope of practice.
  • Accurately communicates the patient assessment findings to EPOS, and/or the CCPAs.
  • Implements patient treatment plans and continuously monitors the patient for physiological changes. Communicates to the consulting group for clinical support and adaptation of the treatment based on any changing needs of the patient.
  • Ensures safe, proficient, and efficient patient care and transportation.
  • Maintains current knowledge and skill required for the position. Maintain familiarity with all CCP and ACPF formulary, pharmacology, equipment, and logistics.
  • Provides direction to paramedics, first responders, patients and others partners and supervises observers on car and/or trainees, as required.
  • Participates in formal/informal education, program development and mentoring to promote and support staff development.
  • Identifies issues and strategies for addressing actual/potential complex program or system-wide problems and concerns to enhance service delivery and patient care.
  • Performs other related duties as assigned.

 

Qualifications

 

  • Education, Training and Experience
  • Valid and current unrestricted Primary Care Paramedic License (PCPIV) issued by the BC Emergency Medical Assistants Licensing Board.
  • Unrestricted/restricted valid Class 1,2 or 4 British Columbia driver’s license

Skills and Abilities

  • Working knowledge of treatment guidelines, policies and procedures, local service standards, and business unit standards.
  • Working knowledge of flight physiology, gas laws, primary stressors of flight, and the tolerances to the primary stressors on both crews and patients.
  • Demonstrated ability to perform at a high degree of independence in clinical practice.
  • Demonstrated ability to manage changing priorities and competing demands to accomplish objectives in a busy, fast-paced environment.
  • Demonstrated ability to analyze problems, identify key factors and underlying causes, and generate solutions.
  • Demonstrated ability to maintain professional, courteous, respectful relationships with all patients, co-workers, other emergency, and health care providers.
  • Demonstrated ability to maintain clear and open communications with internal and external clients.
  • Demonstrated ability to work cooperatively within diverse internal and external partners.

  • Demonstrated ability to maintain currency on training requirements identified by the employer.
  • Demonstrated ability to provide direction to other paramedics, first responders and others including patients.
  • Ability to use Microsoft Outlook, Word, and calendar applications.
  • Physical ability to carry out the duties of the position.
  • Ability to operate related equipment.

Selection Criteria 

 

Selection will be in accordance with Article 13.03 of the Collective Agreement and the 13.03 Joint Interpretation located here.  13.03 (d) or (e) may not be utilized to move into a regular position.

 

 

Applicants first considered will meet the following eligibility criteria: 

1. CUPE member

2. Must have 3 years plus a day of experience within BCEHS at the relevant Paramedic Level (PCPIV)

3. Satisfactory work record; must be maintained for the duration of this qualification

The above noted qualifiers must be achieved by the closing of the posting per standard selection processes for CUPE 873 employees.

  1. Knowledge/Skills Assessment (45% of total score)

Applicants will be required to successfully complete a knowledge/skills assessment. This assessment is online through the Learning Hub and must be completed from a location with reliable internet access.  Eligible applicants will be notified of the exam date via their BCEHS email address at least 7 days in advance.

        2. Interview (45% of total score)

Applicants who successfully achieve a score of 65% or higher on the Knowledge/Skills Assessment will be scheduled to interview. Video interviewing will be used to allow applicants to answer the questions remotely using recorded video.  Eligible applicants will be notified of the interview date at least 7 days in advance.

        3. Full-Time Seniority (Up to 10%)

Up to 10% will be applied to all candidates who complete the interview to determine their final score.

 

The successful candidate(s) shall be the employee(s) with the highest total score and a satisfactory disciplinary record.

 

Training

Successful candidates will be required to attend and successfully complete a variety of training, including but not limited to, courses, orientation, and field training. Successful applicants are required to attend training.

Please note, employees accepting any Regular position under the Collective Agreement will not be entitled to rescind an accepted offer after 61 days of accepting the offer. Regular and Irregular employees may only rescind within 61 days after acceptance. You will also be required to report to your new position within the 61 days of acceptance. Employees that rescind an offer at any time arenot guaranteed to be placed back into their current/prior position.
