The Senior Business Analysts an integral part of the team responsible for providing leadership and analytical support for the PROMIS application used for monitoring and reporting on operational planning and performance of various clinical, operational and research programs across BCPRA and BCT. This role will provide application strategic support for all associated clinical and registry tools and applications such as PROMISLite, the PROMIS Patient Portal, and related clinical information systems associated with BCPRA. The Senior Business Analyst will lead the planning, analysis, design, and documentation of business requirements for application design and build, data design and build, standardization, reports, and interfaces. The Senior Business Analyst will have an understanding of agency and health authority workflows and programs and will support operational and research program leaders in the development of reports related to Renal and Transplant care business/operational planning, data interpretation, and data integrity and quality of the available data.

 


What you’ll do

  • Leads the analysis, acceptance criteria definition, development, testing, training, implementation and maintenance phases of assigned projects. Carries out post-implementation reviews and makes recommendations for improvements.
  • Facilitates the analysis, design, and documentation of all assigned information systems, BI reports, and interfaces to support operations and research functions of the agency, collaborating with PHSA Performance Measurement and Reporting and other project team members as needed. This includes gathering requirements from stakeholders; negotiating changes in the context of the vision of the current applications and future applications; translating user requirements to technical requirements for any applications, BI development, designing reports; researching solutions; and implementing change management.
  • Leads the formal data collection and analysis to help identify system deficiencies and/or operational inefficiencies in order to report and develop new ways of improving business efficiencies including the data analysis related to business case developments, project proposals, and other key strategic and transformative initiatives.
  • Provides leadership in system support activities to colleagues and users during the development, maintenance and operation of various computer systems by performing duties such as troubleshooting system software problems, testing alternative solutions, and reviewing impact of implemented resolutions over time and provides guidance and leadership to assigned team members including making adjustments to workload and assignments and participating in decisions relating to hiring, discipline and termination.
  • Leads strategic planning support and performs feasibility studies, workload efficiency analyses, using formal data gathering techniques and analyzing, designing and implementing appropriate information systems. This includes identifying system deficiencies, user department operational inefficiencies and ways of improving business efficiency functions.
  • Develops costing projections and models based on operational and research data to support various reports and agency service planning.
  • Prepares Requests for Information/Proposal, develops evaluation processes and tools, and evaluates vendor responses and in conjunction with senior staff or manager, participates in contract negotiations with vendors.
  • Develops various BI tools, directs data extraction and analysis in support of agency care program services planning and performance monitoring. Provides specialized knowledge, analytical, and technical expertise in information management processes utilizing a deep understanding of data standards in relation to establishing quality reports and presentations.
  • Supports BCPRA Executives and Senior Program Leaders with agency health services planning, as well as, ongoing operational reporting requirements through the analytics of data with a deep understanding of performance metrics and benchmarking.

 

What you bring

Qualifications

  • A level of education, training, and experience equivalent to a Master’s Degree in Business Administration, HIM, Computer Science or related discipline and five (5) years of experience in a health information management, clinical application design, health informatics, information management or data analytics role.
  • Advanced critical-thinking and analytical skills with the ability to integrate broad system thinking/perspective with data to develop quality reports, operational plans and monitor on-going performances. Advanced written skills with a high degree of producing concise, structured and very well written documents and reports. Understanding of the Systems Development Life Cycle and project management methodology. Strong written and verbal communication skills including the ability to express complex ideas in simple terminology appropriate for the audience. Demonstrated ability to use database, spreadsheets, word-processing, PowerPoint and other software at advanced level. Physical ability to perform the duties of the job. Knowledge and adherence to privacy and confidentiality policies and measures to protect data. Ability to work as a member of a multi-disciplinary team, while working independently to organize workload, set priorities, and meet deadlines in a dynamic environment. Ability to use query-and report-writing tools is an asset.

Job Type: Regular, Full-Time

Salary Range: $72,445 - $104,139 /year. The starting salary for this position would be determined with consideration of the successful candidate’s relevant education and experience, and would be in alignment with the provincial compensation reference plan. Salary will be prorated accordingly for part time roles.
